State Building Code Update

The timeline for adopting the 2009 IBC was discussed at the most recent Commercial Building Code Council meeting. Joe Jurkiewicz, AIA, Grafton, the AIA Wisconsin representative on this advisory council, reports that, at this point, public hearings on the proposed 2009 codes are scheduled for May 2010. After the hearings, the Department of Commerce has until the end of August to forward a proposed code package to the Legislature for review. If everything goes smoothly and there are no major glitches identified, the earliest the 2009 code provisions would become effective would be January 2011. The next Commercial Building Code Council meeting is scheduled for January 21, 2010, at which time it hopes to finalize the code package that will go out for the public hearings.

 

Design Awards

The Design Awards Committee invites your participation in the 2010 AIA Wisconsin Design Awards program. The deadline for entering your projects is January 15 . Entry binders are due by no later than February 17. The 2010 Design Awards will be announced and presented at a special awards celebration on April 28 at Monona Terrace in Madison. AIA Milwaukee Wisconsin Officers

At their November meeting, AIA Milwaukee members elected Kurt Zimmerman, AIA, Wauwatosa, as 2010 Vice President /President-Elect, Heather Cook Elliott, Milwaukee, as 2010 Secretary and Matthew Edwards, AIA, Milwaukee, as 2010 Treasurer. Kurt, Heather and Matthew will join President Randy Morrison, AIA, Milwaukee, as the local chapter's officers for 2010. Congratulations!

 

AIA Northeast Wisconsin Officers

At last month's meeting, AIA Northeast Wisconsin members elected Jonathan Brinkley, AIA, Fond du Lac, as 2010 Vice President/President-Elect and Chad Ulman, Appleton, as 2010 Secretary/Treasurer. Jonathan and Chad will join President Jody Andres, AIA, Appleton, as the local chapter's officers for 2010. Congratulations!

 

Emerging Professionals Construct for a Cause

Two AIA Southwest Wisconsin Emerging Professionals teams volunteered to construct gingerbread houses at “Casas for CASA” to raise money and awareness for the Madison Chapter of Court Appointed Special Advocates (CASA). The four-hour gingerbread marathon featured 12 teams decorating gingerbread houses in the corridors of Madison's Hilldale Mall. The Up House, inspired by the movie “Up,” won The Golden Candy Cane/ Best of Show award. The Ice House was awarded Most Creative. Congratulations to both teams! All of the gingerbread houses as well as the World's Largest Gingerbread Man (27 feet tall) will be on display at the mall through the holidays. View photos on the AIA Wisconsin Facebook Fanpage.

State Awards Program

The Division of State Facilities (DSF) is accepting nominations for its 19th annual Awards Program, which recognizes excellence in the design and construction of state buildings. Continuing Education & License Renewal

The Rules Committee of the Examining Board of Architects, Landscape Architects, Professional Engineers, Designers and Land Surveyors held public hearings in October on proposed state administrative rules related to amending the definitions of supervision, direct supervision, responsible charge, and direction and control; amending exam entrance requirements to allow candidates with an accredited architecture degree and an IDP record with NCARB to begin taking the ARE upon graduation; and creating continuing education requirements for architects to renew their license. AIA Wisconsin testified in support of the proposed ARE-timing rules and continuing education rules. The proposed continuing education rules would require architects to have 24 hours, including 16 hours related to health, safety and welfare issues, every two years for license renewal. AIA/CES transcripts would be acceptable documentation. The proposed rules, which require legislative review, would become effective beginning with license renewal in August 2012.

 

IDP Outstanding Firm Awards Program

This national AIA awards program honors firms who choose to make nurturing their interns on the path to achieving licensure a priority. The deadline for submissions for the IDP Outstanding Firm Awards program is January 15, 2010. AIA Northeast Wisconsin Chapter Elections

AIA Northeast Wisconsin will be holding its elections for 2010 officers at the chapter meeting scheduled to begin at 5:30 p.m. on Tuesday, November 17, at Liberty Hall in Kimberly. The slate of candidates includes: Jonathan Brinkley, AIA, Fond du Lac, for Vice President/President-Elect and Chad Ulman, AIA, Appleton, for Secretary/Treasurer. Jody Andres, AIA, Appleton, will be the 2010 President of the Northeast Chapter. If you are unable to attend, but would like another member to carry your proxy for the elections, please contact 2009 President Jim Putman, AIA, or AIA Wisconsin.

 

AIA Milwaukee Chapter Elections

AIA Milwaukee Board of Directors elections will be held at 6:00 p.m. during the chapter meeting on Thursday, November 19, at the Eisner Museum. The slate of candidates for 2010 includes: Kurt Zimmerman, AIA, Wauwatosa, for Vice President/President-Elect; Matthew Edwards, AIA, Milwaukee, for Treasurer; Heather Cook Elliot, AIA, Milwaukee, for Secretary; and Karen Plunkett Muenster, AIA, River Hills, John Holz, AIA, Bayside, and Gil Snyder, AIA, Milwaukee, for three Director positions. Nominations also may be accepted from the floor during the meeting. These AIA members will be joining President Randy Morrison, AIA, Milwaukee, and immediate Past President Dan Kabara, AIA , New Berlin, on the 2010 AIA Milwaukee Board of Directors. AIA  members are eligible to vote and may cast up to five proxy votes at the meeting. If you are unable to attend and would like to give your proxy to another AIA member for the elections, please contact president @aiamilwaukee.org or vicepresident @aiamilwaukee.org for a proxy.

Directors-At-Large
AIA Wisconsin President Josh Johnson, AIA, Middleton, recently announced the results of the Director-At-Large election. Congratulations are in order for Jon Jenson, AIA, Madison, Chris LaShorne, La Crosse, and Karen Wolfert, AIA, Milwaukee. Their two-year term begins in January 2010.

 

Associate, Professional Affiliate & Student Representatives

The AIA Wisconsin Board of Directors at its October meeting in Green Lake approved the following appointments: Devin Little, Assoc. AIA, Madison, to a two-year term as an Associate Representative; Abby Vogen Horn, Oconomowoc, to another two-year term as a Professional Affiliate Representative; and Mitch Ptacek, Milwaukee, as the UWM Student Representative. Congratulations to these AIA Wisconsin leaders whose new terms begin in January 2010. The At-Large Student Representative position on the 2010 AIA Wisconsin Board of Directors remains open.

 

AIA Southwest Wisconsin Officers

At last month's luncheon meeting, AIA Southwest Wisconsin members elected Taylor Walker, AIA, Madison as 2010 Vice President/President-Elect and Janine Glaeser, AIA, Monona, as 2010 Secretary/Treasurer. Tate and Janine will join President Rob Wheat, AIA, Monroe, as the local chapter's officers for 2010. Congratulations!

The 2009 Long-Range Planning Report approved by the AIA Wisconsin Board of Directors focuses on three key initiatives: supporting members in economic crisis, promoting the profession and celebrating the organization's 100 th anniversary in 2011. State and local AIA leaders are committed to helping members find support during job displacement, assisting member-owned firms reposition themselves for the future, promoting the profession to the public, advocating on behalf of the profession with public officials and planning programs and events that will showcase the contributions architects have made to Wisconsin over the past 100 years. AIA & WAF Scholarship Program

First established in 2006 with the support of the AIA Component Matching Grant program, the “AIA & WAF Scholarship Program” combines national and state resources to increase scholarships for architecture students in Wisconsin. For 2009, $6,000 from the Wisconsin Architects Foundation [WAF] was combined with a $1,800 component matching grant from the national AIA to provide two $2,500 scholarships and two $1,500 scholarships for Master of Architecture students at the UW-Milwaukee School of Architecture & Urban Planning. These four AIA & WAF scholarships have been awarded to James Hinze, Grafton, Andrew Laufenberg, Madison, Cassie Hibbert, Milwaukee, and Tami McCullough Waukesha. Congratulations to these UWM graduate students . . . and thank you for your support of the WAF!

 

Fall Workshop

The 2009 AIA Wisconsin Fall Workshop last month in Green Lake received very positive feedback. As one member put it, the program on sustainable design “Helped me get a better idea of what's going on locally with my peers and globally with the industry.” Kudos to workshop chair Ron Mastalski, AIA, Waterloo!

DSF Front End Comments

The Division of State Facilities is in the process of reviewing its master documents, including those for bidding and contract requirements as well as professional service and construction contracts. If you've been involved in state building projects and have suggestions for improving these documents, now is your chance to provide input on how the DSF could restructure its documents to use a format more familiar to the industry, eliminate conflicts and ambiguities, and resolve current requirements that may be a source of confusion and conflict. Please contact AIA Wisconsin for details on submitting comments and suggestions. The deadline for input is 12/4/09.

Earlier this month, AIA Contract Documents released three new documents: C191, Multi-party Agreement for Integrated Project Delivery (IPD), B108-2009, Standard Form of Agreement Between Owner and Architect for a Publicly-Funded or Insured Project and B202-2009, Standard Form of Architect's Services: Programming. Last month, the AIA re-launched AIA Documents-on-Demand, a web-based service that gives users easy access to download, electronically fill out and print one or more individual forms and agreements from among 16 of the most popular AIA Contract Documents anytime, anywhere. Free Sustainable Design Web Seminar
AIA Seattle and AIA National will present “The 2030 Challenge: Setting and Achieving Energy Goals with Integrated Design” on Tuesday, December 1, 1:00–2:30 p.m. CT. The live Webcast is free of charge to all AIA members and eligible for 1.5 AIA/CES LUs (HSW/SD). This is an example of a best practice that helps members fulfill their 2009 requirement of 4 LUs in sustainable design continuing education. Register .

Terrace Town 2010 – Mentors Needed
Coordinated by Monona Terrace, “Terrace Town” is a program that introduces architecture and community planning to elementary students in Dane County. As a mentor, you'll work with one classroom to design a neighborhood or city. You'll bring a professional "real life" perspective to discussions about how communities are planned, what makes a sustainable community and how people can participate in the improvement of the built environment. [A grant from the WAF is helping Monona Terrace support an educational program for the teachers and mentors on community design and urban planning.] For further information about being a volunteer mentor, contact Heather Sabin at (608) 261-4015.

 

ARE Lending Library
AIA Wisconsin has established a lending library of Architect Registration Examination (ARE) study materials from Kaplan AEC Education that cover all sections of the ARE exam. The materials are available to Associate AIA members and can be checked out of the office for a period of 14 days. For details, read the ARE Lending Library Policies . Contact AIA Wisconsin to confirm availability.

Eric P. Bauman, AIA, Appleton, Amy F. McNally, AIA, Oconomowoc, and Corey A. Scheidler, AIA, Chippewa Falls, have upgraded to AIA architect status. Congratulations! Leonard Reinke, FAIA, Oshkosh, reported that emeritus member Theodore (Ted) Irion, AIA, celebrated his 100 th birthday last month with family and friends in McDonough, Georgia. Allen Washatko, AIA, Cedarburg, served on the jury for the 2009 AIA Chicago Interior Architecture Awards. Kenneth C. Dahlin, AIA, Racine, served on the jury to select Best in Show at the Milwaukee Fine Furnishings & Fine Craft Show. 2009 Secretary/Treasurer Thomas Hirsch, AIA, Madison, reports that AIA Wisconsin will celebrate its 100 th birthday in 2011.

The 2009 AIA Wisconsin Fall Workshop, "Raising Your Sustainable Design Baseline," is scheduled for Friday, October 23, at The Heidel House Resort in Green Lake. The full-day workshop will focus on sustainable design and how it relates to your community, your clients and your company. Golden Award The deadline for 2010 AIA Wisconsin Golden Award nominations is November 2. The Golden Award is the highest honor that AIA Wisconsin can bestow upon a member architect. It recognizes distinguished leadership and service to the profession and the AIA. Twenty-two AIA Wisconsin members have been recognized since 1986, with William Wenzler, FAIA, selected to receive this year's Golden Award. Contact AIA Wisconsin to request nomination materials.

Design MMoCA Call for Applications

Design MMoCA celebrates art and design throughout the region by highlighting the design community's talents, creativity and expertise in an elegant museum setting. AIA Wisconsin is a participating partner of this design showcase that challenges the region's most creative architects and interior designers to use works from the Madison Museum of Contemporary Art's permanent collection as inspiration for one-of-a-kind room designs. Rooms will take shape in 12' x 14' spaces in MMoCA's stunning main galleries and feature living, eating and sleeping spaces. The rooms will be on view for a ten-day event in April 2010. Terrace Town 2010
Coordinated by Monona Terrace, “Terrace Town” is a program that introduces architecture and community planning to elementary students in Dane County. As a mentor, you'll work with one classroom to design a neighborhood or city. You'll bring a professional "real life" perspective to discussions about how communities are planned, what makes a sustainable community and how people can participate in the improvement of the built environment. (A grant from the WAF is helping Monona Terrace support an educational program for the teachers and mentors on community design and urban planning.) Director-At-Large Candidates

The following members have tossed their hat into the ring as a candidate for Director-At-Large on the AIA Wisconsin Board of Directors: Jon Jenson, AIA, Madison; Chris LaShorne, AIA, La Crosse; Paul Martzke, AIA, Green Bay; and Karen Wolfert-Georgeson, AIA, Milwaukee. There are three Director-At-Large positions up for election this fall for two-year terms that begin in January. Board Appointments

At its meeting last month, the AIA Wisconsin Board of Directors approved the appointments of Martin E. Sell, AIA, Juneau, and Colin H. Klos AIA, La Crosse, to fill two vacant positions on the Board of Directors for the balance of 2009. Sell was appointed to complete the Past President term. Klos was appointed to fill a Director-At-Large position. Sell was the 2007 AIA Wisconsin President; and Klos served as the AIA Wisconsin President in 2006.

 

Wisconsin Architects Foundation

At its meeting this month, the WAF Board of Directors elected the following officers for 2009-10; President – Ralph Jackson, Jr., AIA, Cross Plains; Vice President – A. James Gersich, AIA, Fitchburg; and Secretary/Treasurer – George M. Beyer, Elm Grove. The WAF Board approved a budget that contains $36,460 in scholarships and grants for the 2009-10 fiscal year. Dedicated to improving the quality of the built environment through research and education, the WAF relies on the generous support and tax-deductible contributions from friends and members like you.

Associate Representative

The AIA Wisconsin Board of Directors may appoint two Associate AIA members to a two-year term as an Associate Representative. The terms are staggered, so one Associate Representative is appointed by the Board of Directors each year. Golden Award
The deadline for 2010 AIA Wisconsin Golden Award nominations is November 2. The Golden Award is the highest honor that AIA Wisconsin can bestow upon a member architect. It recognizes distinguished leadership and service to the profession and the AIA. Twenty-two AIA Wisconsin members have been recognized since 1986, with William Wenzler, FAIA, selected to receive this year's Golden Award. Contact AIA Wisconsin to request nomination materials.

2009 SE² Awards

The sixth annual Sustainability & Energy Efficiency (SE ² ) Leadership Awards have been announced. Nine projects were recognized for leadership in energy efficient and sustainable design, construction and operation. The following two projects received the Focus on Energy Award of Excellence: The Spirit of Africa Exhibit, Baraboo, MSA Integrated Project Delivery; and Lussier Community Education Center, Madison, KEE Architecture. Awards of Merit were presented to: First Unitarian Society Meeting House, Madison, The Kubala Washatko Architects; and Engberg Anderson Milwaukee Office, Milwaukee, Engberg Anderson. The following five projects were recognized with a Special Citation: Fox Valley Technical College – Waupaca Regional Training Center, Waupaca, Somerville Architects; Kohl's Photo Studio, Milwaukee, Schroeder & Holt Architects; KBS Construction Office Building, Madison, Dimension IV – Madison; Johnson Bank, Brookfield, Eppstein Uhen Architects; and 234 W. Florida, Milwaukee, Pieper Properties, Inc.

Long-Range Planning Retreat For over 20 years, AIA leaders in Wisconsin have gathered in an old log lodge on Mirror Lake to participate in a long-range planning session. This year, 31 members participated in the two-day retreat chaired by AIA Wisconsin Vice President/President-Elect Jim Otto, AIA, Hubertus. Participants included students to seasoned AIA members and everything in between. Topics at the retreat focused on the celebration of our 100 th anniversary in 2011, promotion of the profession and support for our members in these challenging economic times. In addition, members got to kick the tires of the draft AIA strategic plan.

Diversity & Gateway Commitment

Following up on resolution approved at the national AIA Convention this spring in San Francisco, members of the AIA Wisconsin Board of Directors have signed on to the “Gateway Commitment” to develop a profession that reflects the diversity of the communities, users and clients served by AIA members. AIA Regional Director
AIA Wisconsin member Thomas R. Cox, AIA, Appleton, has been selected serve as the next AIA Director for the North Central States region on the national Board of Directors of The American Institute of Architects. The AIA Wisconsin Board of Directors approved the appointment at its meeting earlier this month. When his three-year term begins in December, Cox will join Kevin J. Connolly, AIA, Wauwatosa, in representing 3,700 members in Wisconsin, Minnesota, South Dakota and North Dakota. Cox recently was named vice president of MSA Integrated Project Delivery in Beaver Dam. He served as the 2000 President of AIA Northeast Wisconsin and the 2003 President of AIA Wisconsin. He also has chaired or co-chaired several successful AIA Wisconsin Fall Workshops and currently is the immediate Past President of the Wisconsin Green Building Alliance. AIA Wisconsin will have the opportunity to appoint the AIA Regional Director again for the term beginning in December 2013.

Historic Resources Committee – Dear Governor

The AIA Wisconsin Historic Resources Committee (HRC) is urging Governor Doyle to direct state agencies to make every effort to preserve the Wisconsin Memorial Hospital at the Mendota Mental Health Institute in Madison. Its demolition previously had been approved by the State Building Commission. Noting that it represents a significant part of a historic district listed on both national and state registries of historic places, Ronald Siggelkow, AIA, Madison, chair of the HRC, wrote that the “short-term and long-term interests of the people of Wisconsin would be served well by a thoughtfully executed rehabilitation of this historic facility.”

State BIM Guidelines & Standards

The Wisconsin Department of Administration, Division of State Facilities (DSF), has announced the implementation of BIM Guidelines and Standards that will apply to the selection of architects and engineers on or after 7/1/09 for the following state building projects: all construction with total project funding of $5 million or greater, all new construction with total project funding of $2.5 million or greater, and all addition/alteration construction with total project funding of $2.5 million that includes new addition costs of 50% or more of total. Use of the BIM guidelines will be encouraged, but not required, on all other state building projects. According to the DSF announcement, architects and engineers were selected for nearly 700 projects in the 2007-09 biennium; and, applying these criteria, the BIM guidelines would have been required for less than 40 of these projects, but these projects represented 60% of the advertized project budgets. Information on the new BIM guidelines is available on the DSF website.

2010 Membership Dues
At its meeting earlier this month, the AIA Wisconsin Board of Directors approved keeping state dues for 2010 the same as for this year: AIA Architect – Firm Principal $300, AIA Architect – Employee $215, Associate AIA $80 ($60 for first three years of membership), Professional Affiliate $300, and Student Affiliate $15. AIA Emeritus members have no state dues responsibility. The four local AIA Chapters in Wisconsin do not have membership dues. National AIA dues for 2010 have not yet been established.

State Budget

For the first time since 1977, Wisconsin enacted its two-year state budget prior to the July 1 start of the new biennium. The $62 billion state budget includes many items, many of which are still being discovered. AIA Wisconsin supported adequate funding for the state building program and opposed proposals to amend joint and several liability provisions and expand the sales tax to architectural and other professional services. The good news is that the state budget includes a slight increase in funding for the state building program and does not include liability law changes or a sales tax expansion.

Looking ahead, the 2009 Sustainability and Energy Efficiency (SE ²) Leadership Conference coordinated by the Wisconsin Green Building Alliance is scheduled for September 16 in Milwaukee . . . the 2009 AIA Wisconsin Fall Workshop on sustainable design will be held on Friday, October 23, at the Heidel House Resort in Green Lake . . . and the annual DSF Consultant Conference sponsored by ACEC of Wisconsin is set for October 29 in Madison.

If you are interested in helping to shape AIA Wisconsin policies and programs, please consider tossing your hat in the ring as a candidate for Director-At-Large. Three Directors-At-Large will be elected by the membership this fall to a two-year term beginning January 2010. There also are many valuable leadership opportunities with your local AIA Chapter. Associate Representative

The AIA Wisconsin Board of Directors may appoint two Associate AIA members to a two-year term as an Associate Representative. The terms are staggered, so one Associate Representative is appointed by the Board of Directors each year. Golden Award
The deadline for 2010 AIA Wisconsin Golden Award nominations is November 2. The Golden Award is the highest honor that AIA Wisconsin can bestow upon a member architect. It recognizes distinguished leadership and service to the profession and the AIA. Twenty-two AIA Wisconsin members have been recognized since 1986, with William Wenzler, FAIA, selected to receive this year's Golden Award. Contact AIA Wisconsin to request nomination materials.

Design Awards

Seven building projects were recognized for excellence in architectural design by the 2009 AIA Wisconsin Design Awards program. The celebration began with a special video during Architecture Night and was followed by a special keynote address by Jeanne Gang, FAIA. The formal presentation of awards to the architects, owners and contractors responsible for the award-winning projects took place in the Lecture Hall at Monona Terrace. AIA Director Appointment

AIA Wisconsin has the opportunity to appoint the next AIA Director for the North Central States region on the national AIA Board of Directors. The new AIA Director for our region, which also includes Minnesota, South Dakota and North Dakota, will be appointed to a three-year term that begins in December 2009. AIA members interested in being considered for this important leadership position are encouraged to submit a letter of interest with a statement of qualifications by no later than June 15. AIA Wisconsin Immediate Past President Lee Connellee, AIA, Appleton, is heading up a special Review Committee for this appointment. The AIA Wisconsin Board of Directors will act on the committee's recommendation at its meeting on August 6. WAF Annual Meeting

The Wisconsin Architects Foundation held its Annual Meeting on May 20. WAF President Allyson Nemec, AIA, Milwaukee, presented a report on WAF scholarship and grant programs and also accepted special contributions from County Materials Corporation and the International Masonry Institute. WAF members elected John Horky, AIA, Wauwatosa, Daniel Roarty, AIA, Green Bay, and Greg Thomson, Milwaukee, to three-year terms on the WAF Board of Directors.

 

Chapter Bylaws

New chapter bylaws were approved by the membership at meetings held by each of the four local AIA chapters in Wisconsin on May 20, 2009, in Madison. The new bylaws replace chapter bylaws adopted in 1976. The new chapter bylaws have been submitted to the Secretary of the American Institute of Architects for review.

 

Winning Student Designs

State Budget

The 2009-11 state budget bill, 2009 Assembly Bill 75, currently resides in the Wisconsin Assembly on its way to the Wisconsin Senate and, ultimately, the Governor's desk. AIA Wisconsin supports funding for the state building program recommended by the State Building Commission and is opposed to proposals that would revise statutory provisions related to “joint and several liability.” AIA Wisconsin also is part of a coalition of allied organizations opposed to proposals that would expand the state sales tax to architectural and other professional and business services. Now is the time to make connections with your state legislators and let them know your position on these and other budget issues. Landscape Architecture Legislation

Proposed landscape architecture practice legislation, 2009 Assembly Bill 142, has passed the Wisconsin Assembly. AIA Wisconsin believes that it is important for the legislation to be amended in the Wisconsin Senate to add a clear and unambiguous exemption for architects. Please contact your State Senator to encourage them to support such an amendment. Existing state statutes and related administrative rules govern the use of the title “landscape architect” but not the practice of landscape architecture. AB 142 would create a “practice” law by requiring state credentials to provide landscape architecture services, with certain services excluded from the definition. Architects traditionally have provided many of the professional services included in the definition of landscape architecture. As drafted, without a clear exemption for architects, the proposed legislation may create more confusion than clarity for the public. Earlier this year, the American Institute of Architects (AIA) released an updated version of the software that incorporates several important enhancements, including the ability to view and manage your projects and documents in one place. As of May 31, 2009, AIA retired a number of AIA contract documents including most 1997 versions. AIA replaces documents approximately every 10 years to ensure that the content reflects current industry and legal requirements. The four local AIA Chapters will be holding meetings between 3:00 – 5:00 p.m. on Wednesday, May 20, in conjunction with the AIA Wisconsin Convention & Expo at Monona Terrace in Madison to report on activities and consider the adoption of proposed new bylaws. Joint Finance Committee

The 2009-11 state budget bill, 2009 Assembly Bill 75, now resides in the Joint Committee on Finance. This powerful legislative committee is reviewing the Governor's budget proposals and will be submitting its own budget recommendations to the Legislature in June, if all goes according to plan. Over the next month, members of the Joint Finance Committee will be deciding, for example, whether to increase or decrease funding for the state building program recommended by the Building Commission and may even consider proposals to expand the sales tax to architectural and other professional services in an attempt to balance the state budget. Now is the time to get to know members of this committee and let them know your position on these and other budget issues. State Budget & Liability

According to the most recent estimates, the projected state budget deficit for the next biennium has grown by another $1 billion to over $6 billion. This will make it more tempting for state legislators to cut funding for the state building program and expand the sales to professional services in order to balance the 2009-11 budget. The Joint Committee on Finance currently is developing its budget recommendations. In addition to these important tax and spending issues, the Governor's budget bill, 2009 Assembly Bill 75, also contains significant changes in state liability law that could adversely affect the design and construction industry. For example, budget bill provisions would roll back the clock to allow anyone found to have equal or greater fault than the plaintiff to be held 100% responsible (“jointly and severally liable”) even if only 1% at fault. In the 1990s, AIA Wisconsin was a member of the Coalition for Civil Justice that was successful in getting tort reform legislation adopted to require that a person be at least 51% at fault before they can be held responsible for 100% of the damages awarded.

June 1 is the application deadline for the 2009 Wisconsin Sustainability | Energy Efficiency (SE²) Leadership Award program. Entry materials are due by 7/17/09. AIA Wisconsin is partnering with other organizations to support this award that recognizes leadership in energy efficient and sustainable design, construction and operation of Wisconsin commercial buildings and related systems. Annual Meetings

The Annual Meetings of the Wisconsin Architects Foundation and AIA Wisconsin are scheduled for 8:00 – 9:30 a.m. on Wednesday, May 20. Awards Luncheon
This year's Awards Luncheon features the presentation of the 2009 AIA Wisconsin Golden Award to William P. Wenzler, FAIA. In addition, Derrick Van Mell, with Van Mell Associates, will outline the opportunity architects have to retake and rebalance the relationship with clients so the very best information and inspiration can flow back and forth.

This year's Expo will be packed with more new displays featuring the latest products and services available to Wisconsin's design and construction industry. The 2009 AIA Wisconsin Convention features three outstanding keynote speakers. On May 20, award-winning architect Ron Radziner, FAIA, with Marmol Radziner and Associates in Los Angeles, will present The Boldt Company Keynote Address. This year's Design Awards celebration also includes a special keynote address by Jeanne Gang, FAIA, of Studio Gang Architects , Chicago. Plus, renowned New York architect James Polshek, FAIA, Polshek Partnership LLP, will present the Keynote Address.

This year's track of “design” seminars features presentations by an attractive mix of speakers that will illustrate the power of architecture. Randy Brown, FAIA, principal of award-winning Randy Brown Architects, has organized his most innovative office, residential and retail projects into this seminar presentation that focuses on alternative strategies for suburban development. Thanks to IIDA Wisconsin, Rusty McBride, the director of Lightolier iGEN sales strategy, will discuss how LED technology works and why it is important. Award-winning architect John Martine, AIA, principal at Strada, and Tom Price, AIA, a leader in the design and placemaking process at this Pittsburgh firm, will discuss their dependence on each other for developing a design process that embraces traditional and emerging design techniques to create unique and site specific architecture. Continuing the tradition of featuring a Wisconsin firm, Jan van den Kieboom, AIA, with Workshop Architects, will discuss the firm's design philosophy, its buildings and how they address the distinct needs and preferences of the people that utilize them.

Practice Seminars
Convention “practice” seminars feature presentations by experts on emerging nuts-and-bolts issues shaping the practice of architecture. Invited back to Wisconsin by popular demand, Michael Hricak, FAIA, will explore design team efforts providing direction, analysis, design strategy and management. Theodore Landsmark, Assoc. AIA, president of the Boston Architectural College since 1997, will examine how new approaches to developing our talent can better prepare firms for success in the years ahead. Victoria Beach, FAIA, principal of an award-winning architecture, landscape and furniture design practice, will share the secrets of ethical equilibrium among the opposing forces of art and morality.

Sustainability Seminars
The “sustainability” seminar presentations will offer the scientific foundation and practical solutions that you can put to good use. Plus, AIA members can earn sustainable design (SD) AIA/CES learning unit hours. James Wasley, AIA, a professor at UWM SARUP, will share information on the Carbon Neutral Design (CND) Project and his research into the characteristics of green, environmentally sustainable design. Architect Daniel Stephans, AIA, will help you design more sustainable buildings by outlining the DSF Sustainable Facilities Policy and Guidelines and Standards, which are based on the USGBC LEED standards, with Wisconsin-specific differences. Join Aldo Leopold Legacy Center team members architect Thomas Kubala, AIA, owner Buddy Huffaker, consultant Michael Utzinger, and architect Joel Krueger for a case study on this project that has been recognized with a COTE Top Ten and a Wisconsin Sustainability and Energy Efficiency (SE2) Leadership Award.

 

Spotlight Seminars

State Budget & Joint Finance Committee

Governor Doyle's proposed state budget, Assembly Bill 75, is now being reviewed by the Legislature's powerful 16-member Joint Committee on Finance. The committee has scheduled hearings around the state for public input. AIA Wisconsin supports adequate funding for the state building program and is working with a coalition of other organizations to oppose any proposed budget amendments that would expand the sales tax to architectural and other professional services. Now is the time to introduce yourself to members of the Joint Finance Committee and to offer your help and expertise on design and construction issues. Annual Meetings

The joint Annual Meetings of the Wisconsin Architects Foundation (WAF) and AIA Wisconsin are scheduled for 8:00-9:30 a.m. on May 20 at the Monona Terrace Community & Convention Center in Madison. In addition to updates and reports by WAF and AIA leaders, Helene Combs Dreiling, FAIA, managing director of component relations for the American Institute of Architects, will talk about “ Architects as Leaders of Communities” and demonstrate how design does make a difference in the livability of our communities and why it is more important than ever for architects, as stewards of design, to be leaders of their communities.

Architecture . . . not just for grownups

Have you ever been asked to speak to a school group about architecture? Are you looking for opportunities to contribute to your community? The Architects in Schools Committee will be hosting an interactive Saturday morning session in Madison to help you create your own outreach program. Arlan Kay, AIA, Oregon, has taught children as young as in kindergarten about architecture. The children learn about architecture, engineering and the art of it all while having a wonderful time. Josh Johnson, AIA, Middleton, conducts a program based on the history of architecture. Both of these Architects in Schools volunteers have enthusiastically agreed to teach you and your children. Bring the family and have a wonderful time. Also remember, if you can teach five-year olds, you are prepared for any corporate board presentation! WAF & IMI Program

On April 2, in New Berlin, the International Masonry Institute (IMI) is offering a two-part program that includes a seminar exploring new masonry wall technologies plus hands-on demonstrations of masonry systems. The IMI is donating the proceeds to the Wisconsin Architects Foundation (WAF). Please check the AIA Wisconsin online calendar of events for details about registering for this program.

 

WAF Scholarships

For the 2008-09 fiscal year, the Board of Directors of the Wisconsin Architects Foundation (WAF) has approved a budget that includes $46,200 for scholarships and grants. These scholarships are made possible by the contributions received from architects and allied design and construction industry professionals. WAF scholarships and grants help support architecture students at UWM SARUP, student chapters around the state, ARE preparatory programs, a new “Design Your School” program for high school students and a special scholarship program for Wisconsin students pursuing accredited architectural degrees at schools outside the state. This year, the WAF is pleased to offer up to five $1,000 out-of-state-study scholarships for Wisconsin students. The deadline for applying for this WAF scholarship is May 15. UWM AIAS Freedom by Design

Freedom by Design is a student-run non-profit volunteer community service program of the American Institute of Architecture Students (AIAS). It assists families who are elderly or have disabilities make minor changes in their homes to enhance independence and accessibility. The AIAS Chapter at UWM is holding a “Charity Art Auction” to raise funds for a project for a family in Oak Creek during the annual Beaux Arts Ball on April 18 at the Astor Ballroom. Building Contractor Registration

Effective July 1, 2009, building contractor businesses in Wisconsin will need to be registered with the Department of Commerce, Safety & Building Division. The four-year, $25 per year Building Contractor Registration (BCR) applies to contractors regulated under any of the department's codes affecting commercial buildings, places of employment, one- and two-family dwellings, and public swimming pools. ARE Lending Library – ARE 4.0 Available
AIA Wisconsin has established a lending library of Architect Registration Examination (ARE) study materials from Kaplan AEC Education that cover all sections of the ARE exam. The ARE lending library consists of ARE 3.1 and 4.0 divisions. The materials are available to Associate AIA members and can be checked out of the office for a period of 14 days. Wisconsin Architects Visit Capitol Hill

Earlier this month, AIA leaders from across the state visited the offices of Wisconsin's congressional delegation as part of Advocacy Day in Washington, DC. State and local AIA leaders outlined the AIA's recommendations to rebuild and renew the economy, expand energy tax credits for commercial buildings, promote healthy communities through federal transportation funding and make health care more affordable. Sales Tax & CANT

In anticipation of legislative proposals to expand the sales tax to architectural and other services in an attempt to help balance the next state biennial budget, AIA Wisconsin has been collaborating with the State Bar of Wisconsin, Wisconsin Institute of Certified Public Accountants, Wisconsin Newspaper Association, National Federation of Independent Business and other organizations to resurrect the Coalition Against New Taxes (CANT). The goal of the diverse coalition is to educate the public and policy makers on the devastating economic impact of any proposal that would expand the sales tax to professional and business services. Please stay in contact with your state legislators about this taxing issue.

State Building Code

The Commercial Building Code Council and Multifamily Dwelling Code Council held a joint meeting this month to begin the process for updating the state building code to reflect the latest International Building Code and related ICC codes. AIA Wisconsin representatives on these advisory councils are Joe Jurkiewicz, AIA, Grafton, for the commercial building code and Jim Klett, AIA, Whitefish Bay , for the multifamily dwelling code.

 

Building Enclosure Programs

In the upcoming weeks, AIA Wisconsin members and allied professionals have several excellent opportunities to learn more about building enclosure issues and earn some sustainable design (SD) hours for AIA/CES requirements. On March 2, the Building Enclosure Council (BEC) of Wisconsin is hosting two seminars in Waukesha by Joseph Lstiburek, with Building Science Corporation, on building enclosure and mechanical system construction and performance. On March 17, AIA Milwaukee is offering a full-day workshop at the Italian Community Center on sustainable and energy efficient envelope design and construction. AIA & WAF Scholarship Program

Citizen Architects

The national AIA has asked for our help in identifying AIA Wisconsin members who also are elected or appointed members of state and local government boards or commissions. The idea is to use this information to develop programs that support architects currently in these positions and to encourage other architects interested in these opportunities for civic engagement. If you are an appointed member of a county, city, school district or other local government board or commission, please let the AIA Wisconsin office know the name of the board or commission, who appointed you and when your term expires. Similarly, if you are an elected member of a county board, city council, school board or other elected office, please let us know the name of your position and when your term expires. State Government Network

The AIA State Government Network met in Washington, DC, earlier this month. AIA Wisconsin President Josh Johnson, AIA, joined this is a group of architects, component executives and lobbyists who represent and report on the legislative opportunities and challenges facing the architecture profession in each state. The current economic crisis clearly demonstrated the importance of this committee's work. AIA Wisconsin and ACEC of Wisconsin continue to work collaboratively to promote the Qualifications-Based Selection (QBS) process. Ideas were shared concerning tax credits to encourage energy efficiency for commercial projects.

 

Walk the Walk
Green design should be a reality for everyone in every region and every industry. Buildings and their construction account for nearly half of all greenhouse gas emissions and energy consumed in the U.S. each year. The American Institute of Architects is committed to the goal of reaching at least a 60 percent carbon emission reduction by 2010 and carbon neutral buildings by 2030. ARE Lending Library – ARE 4.0 Available
AIA Wisconsin has established a lending library of Architect Registration Examination (ARE) study materials from Kaplan AEC Education that cover all sections of the ARE exam. The ARE lending library consists of ARE 3.1 and 4.0 divisions. The materials are available to Associate AIA members and can be checked out of the office for a period of 14 days. LegaLine
AIA Wisconsin has an agreement with Charles Heuer, FAIA, Esq., and LegaLine. This unique service offered through the AIA Trust allows members a one-time opportunity to talk with an attorney for "free" about issues related to contracts, intellectual property law and other practice issues. One AIA Wisconsin member who recently took advantage of the LegaLine service reported that he "found it to be a tremendous help!" Contact the AIA Wisconsin office for more information.

AIA/CES & Sustainable Design

In 2008, the AIA Board of Directors voted to modify annual AIA/CES requirements to include a minimum four hours of continuing education in sustainable design (SD). Effective January 2009, four of the 18 annual learning unit hours required of AIA Architect members must focus on sustainable design. Learning units that qualify for sustainable design will also apply to the annual health, safety, and welfare (HSW) requirement. The AIA/CES team is working with AIA Continuing Education System (CES) Registered Providers to offer members more education opportunities to fulfill this new requirement. You may also report programs offered by non-AIA/CES providers that meet the sustainable design qualifying criteria through the Structured Self-Report Program. Remember, however, that self-designed educational activities do not qualify for either SD or HSW learning units. Program content qualifies for sustainable design learning units based on the AIA Committee on the Environment (COTE) “Top Ten Measures of Sustainable Design” and the AIA Sustainable Discussion Group's (SDiG) “50to50” carbon reduction strategies. Distinguished Service

At its most recent meeting the AIA Wisconsin Board of Directors voted to award a Citation for Distinguished Service to the following members in recognition of their significant contributions to the organization and the profession: Barry Swedeen, AIA, Madison, for chairing the 2008 AIA Wisconsin Convention & Expo, Marty Sell, AIA, Juneau, and Tom Cox, AIA, Appleton, for co-chairing the 2008 Fall Workshop, Matthew Edwards, AIA, Milwaukee, for coordinating the ARE study sessions and structural seminar, John Cain, AIA, Wauwatosa, for service on the AIA/DSF Liaison Committee, and Bob Greenstreet, Int'l Assoc. AIA, Milwaukee, for increasing the awareness of the value of architects and architecture. These Citations will be presented at the 2009 AIA Wisconsin Convention & Expo on May 20 & 21 at Monona Terrace in Madison.

 

DHS Preliminary & Courtesy Plan Reviews

The Wisconsin Department of Health Services (DHS) offers “preliminary” plan reviews for hospital and nursing home projects (or others that are attached to these occupancies) according to HFS 124.29 (1) for code issues that can be resolved during the design process and “courtesy” plan reviews for business and ambulatory occupancies that are not attached to a hospital and nursing home, but receive federal funds because they bill CMS using a hospital provider number. These plan reviews are performed by the DHS at no cost. Depending on the complexity of the project, more than one preliminary plan review is possible. Courtesy plan reviews are dependent on staff availability. These plan review opportunities are the result of a committee of DHS leadership, healthcare facility managers, contractors and architects that has been working to improve the process. 2009 State Legislative Agenda

Members of AIA Wisconsin have an interest in numerous public policy issues being addressed by local, state and federal officials. This interest extends beyond proposed legislation and administrative rules that directly affect the profession of architecture to include proposals that impact Wisconsin's design and construction industry, economic climate, quality of life, natural environment, and public health, safety and welfare. AIA Wisconsin's 2009 State Legislative Agenda addresses a variety of issues, including funding for the state building program, expansion of the sales tax to professional services, continuing education requirements for license renewal, ARE timing, and qualifications-based selection of architects. Please contact AIA Wisconsin for a summary.

 

State Building Program

The governor and state legislators face many difficult choices as they develop state budget recommendations for the 2009-11 biennium. Because of a projected deficit of over $5 billion, an open and deliberate budget development process will be important to balance many competing demands on limited resources. AIA Wisconsin supports a capital budget for the biennium that provides adequate funding for the state building program, including repairs, maintenance, remodeling and new construction. Investing in the state building program and other necessary infrastructure improvements provides a direct stimulus to Wisconsin's economy, with each dollar of construction spending estimated to generate $2.20 in economic activity. The state is the largest building owner in Wisconsin, with over 6,200 buildings and an estimated backlog of building maintenance needs of over $1.2 billion, including UW System facilities. To protect this significant investment, reduce energy costs in the future and help stimulate additional economic activity, it is important to not only adequately fund, but also accelerate the state building program.

 

Sales Tax Expansion

AIA Wisconsin is opposed to state budget proposals that would expand the sales tax to architectural and other professional services because they would adversely affect attempts to turn around the state's economy. Such a state tax increase would place Wisconsin architectural firms at a competitive disadvantage, impede economic activity by increasing front-end development costs, hit small businesses the hardest, and create significant administrative and compliance problems. AIA Wisconsin is part of a coalition of like-minded professional organizations fighting sales tax expansion initiatives.

 

Wisconsin Commercial Building Code

A 16-week course on the introduction to the Wisconsin Commercial Building Code is scheduled for January 6 – April 28, 2009, in Kronenwetter, WI (Marathon County). This course, presented by Henry Kosarzycki, AIA, and other staff of the Safety and Buildings Division of the Wisconsin Department of Commerce, is to help prepare attendees for administration of the current state building code, with a focus on the Commercial Building Inspector credential exam.
