Golden Award

William P. Wenzler, FAIA, Milwaukee, has been selected by the AIA Wisconsin Board of Directors to receive the 2009 Golden Award. His significant contributions to the profession will be honored during a special Awards Luncheon on May 20 at the AIA Wisconsin Convention & Expo in Madison. Wenzler will be the 22nd recipient of the Golden Award, which is the highest honor that AIA Wisconsin can bestow on a member architect. The award recognizes an individual architect who has performed most distinguished leadership and service to AIA Wisconsin over an extended period of time and by such leadership advanced the cause of the profession and provided inspiration to his/her fellow practitioners.

2009 State Legislative Agenda

Members of AIA Wisconsin have an interest in numerous public policy issues being addressed by local, state and federal officials. This interest extends beyond proposed legislation and administrative rules that directly affect the profession of architecture to include proposals that impact Wisconsin's design and construction industry, economic climate, quality of life, natural environment, and public health, safety and welfare. AIA Wisconsin's 2009 State Legislative Agenda addresses a variety of issues, including funding for the state building program, expansion of the sales tax to professional services, continuing education requirements for license renewal, ARE timing, and qualifications-based selection of architects. State Building Program

The governor and state legislators face many difficult choices as they develop state budget recommendations for the 2009-11 biennium. Because of a projected deficit of over $5 billion, an open and deliberate budget development process will be important to balance many competing demands on limited resources. AIA Wisconsin supports a capital budget for the biennium that provides adequate funding for the state building program, including repairs, maintenance, remodeling and new construction. Investing in the state building program and other necessary infrastructure improvements provides a direct stimulus to Wisconsin's economy, with each dollar of construction spending estimated to generate $2.20 in economic activity. The state is the largest building owner in Wisconsin, with over 6,200 buildings and an estimated backlog of building maintenance needs of over $1.2 billion, including UW System facilities. To protect this significant investment, reduce energy costs in the future and help stimulate additional economic activity, it is important to not only adequately fund, but also accelerate the state building program.

Sales Tax Expansion

AIA Wisconsin is opposed to state budget proposals that would expand the sales tax to architectural and other professional services because they would adversely affect attempts to turn around the state's economy. Such a state tax increase would place Wisconsin architectural firms at a competitive disadvantage, impede economic activity by increasing front-end development costs, hit small businesses the hardest, and create significant administrative and compliance problems. AIA Wisconsin is part of a coalition of like-minded professional organizations fighting sales tax expansion initiatives.

Pre-Planning Small State Projects

The Department of Administration, Division of State Facilities, is requesting the release of $500,000 in building trust funds to engage architects and engineers to provide planning services for about $40 million in small state “all agency” maintenance and repair projects. The planning services would assist state agencies in arriving at preliminary designs and budget estimates prior to seeking State Building Commission approval to construct the projects. Architects will need to be ready to hit the ground running on these projects. Several similar projects may be bundled up by region. Wisconsin is fortunate to have AIA members who volunteer to lead the four local AIA Chapters and coordinate programs and events of value to members in each quadrant of the state. AIA Northeast Wisconsin — James Putman, AIA, Neenah, President; Jody Andres, AIA, Appleton, Vice President; and Jonathan Brinkley, AIA, Fond du Lac, Secretary/Treasurer. AIA Northwest Wisconsin — Chris LaShorne, AIA, La Crosse, President; Mark Piquette, AIA, Weston, Vice President; and Gregory Granlund, AIA, Eau Claire, Secretary/Treasurer. You are encouraged to participate in local AIA programs and offer suggestions for future initiatives.

Governance Task Group

The 2008 AIA Wisconsin long-range planning retreat included a discussion on the relationship between member services and the structure of the organization. A Governance Task Group (GTG) was established to examine incorporation, bylaws and other component structural issues in relation to member services provided by the state society and the four local all-volunteer chapters. The GTG is chaired by Secretary/Treasurer James Otto, AIA, Hubertus, and includes officers of the four local chapters. The task group has not suggested any major structural changes and has been working to file articles of incorporation for each of the four local chapters, draft proposed amendments to current local bylaws adopted in 1976, and prepare an application to the IRS for a group exemption letter. The GTG welcomes member input as it continues to work on near-term and long-term objectives to maximize member services and benefits. Its next meeting is scheduled for January 8. AIA/CES & Sustainable Design

Earlier this year, the AIA Board of Directors voted to modify annual AIA/CES requirements to include a minimum four hours of continuing education in sustainable design (SD). Beginning in January 2009, four of the 18 annual learning unit hours required of AIA Architect members must focus on sustainable design. Learning units that qualify for sustainable design will also apply to the annual health, safety, and welfare (HSW) requirement. The AIA/CES team is working with AIA Continuing Education System (CES) Registered Providers to offer members more education opportunities to fulfill this new requirement. You may also report programs offered by non-AIA/CES providers that meet the sustainable design qualifying criteria through the Structured Self-Report Program. Remember, however, that self-designed educational activities do not qualify for either SD or HSW learning units. Program content qualifies for sustainable design learning units based on the AIA Committee on the Environment (COTE) “Top Ten Measures of Sustainable Design” and the AIA Sustainable Discussion Group's (SDiG) “50to50” carbon reduction strategies. Citizen Architects

The national AIA has asked for our help in identifying AIA Wisconsin members who also are elected or appointed members of state and local government boards or commissions. The idea is to use this information to develop programs that support architects currently in these positions and to encourage other architects interested in these opportunities for civic engagement. If you are an appointed member of a county, city, school district or other local government board or commission, please let the AIA Wisconsin office know the name of the board or commission, who appointed you and when your term expires. S&B Commercial Buildings Forms & Fees

The Safety and Buildings Division commercial buildings plan review form (SBD-118) and the Notice of Intent (SBD-10376) form have been updated to reflect December 1, 2008, fee changes. Many of S&B's forms will be updated during the month of November 2008 to reflect changes in the programs, especially fee changes. It may be worthwhile to check before the end of 2008 for the most current S&B forms that you use.

JA Volunteers Needed

AIA Wisconsin works with Junior Achievement (JA) to enroll volunteers to visit classrooms to educate our children for success in the global economy preparing them for their roles as consumers, workers and citizens. Last year, JA reached 3,800 students in Dane County. This year JA has requests for nearly 300 classrooms or after-school sites and expects to reach 6,000 Dane County students. JA is looking for volunteers to visit classrooms in DeForest, Lake Mills, Madison, McFarland, Middleton, Oregon, Sun Prairie, Verona and Waunakee. JA provides you with tools to teach and training to successfully facilitate the hands on activities that are fun and interactive. Want to see JA in action in a couple classrooms? Fall Workshop

The 2008 AIA Wisconsin Fall Workshop last month in Green Lake turned out to be one of the highest rated workshops in recent memory. As one member put it, the program on financial management and profitability "helped me better understand how to integrate financial planning into my firm's ongoing operations." Kudos to workshop co-chairs Tom Cox, AIA, Appleton, and Marty Sell, AIA, Juneau!

Directors-At-Large
AIA Wisconsin President W. Lee Connellee, AIA, Appleton, recently announced the results of the Director-At-Large election. Congratulations are in order for Melissa Destree, AIA, Oregon, and David Peterson, AIA, Eau Claire. Their two-year term begins in January 2009. In addition, the AIA Wisconsin Board of Directors appointed John Mills, AIA, Fitchburg, to fill a Director-At-Large vacancy for 2009 resulting from the appointment of Thomas Hirsch, AIA, Madison, as 2009 Secretary/Treasurer.

DSF Electronic Plan Distribution

At the recent DSF Consultants Conference, David Kaul announced that, effective for DSF projects to be advertised beginning the week of 11/25/08, architects and engineers will be required to submit one hard copy and one electronic copy (in PDF format) of bidding documents. The current submission deadline of Monday the week prior to the advertisement of the “Invitation to Bid” has not changed.

Federal Tax Deduction Extended

As part of the $700 billion rescue package, the Energy Efficiency Commercial Building Tax Deduction was extended to 2013. The AIA has long advocated for this federal tax incentive for green commercial buildings. NCARB “Six-Month Rule”

In June, the National Council of Architectural Registration Boards (NCARB) passed a rule requiring interns to submit their training units in reporting periods of no longer than six months. The “Six-Month Rule,” as it has been nicknamed, will go into effect on July 1, 2009, for interns who begin an NCARB Record on or after that date and July 1, 2010, for all interns regardless of application date. AIA Wisconsin is the state's only full-service distributor of AIA contract documents. Building Enclosure Council - Wisconsin

BEC-WI was created earlier this year to promote and encourage discussion, training, education and exchange of information related to building enclosure issues in Wisconsin. The co-chairs of this new initiative are Joe Schultz, AIA, and Brian Stroik. The kickoff educational program scheduled for 3:00 p.m. on Tuesday, September 16, at Boldt Construction in Waukesha features a presentation on masonry flashing systems by Pat Conway, AIA, director of the International Masonry Institute's Wisconsin office. The next BEC-WI program on October 21 will feature a presentation by Lynn Lauersdorf on the importance of and best practices related to air barriers in exterior walls. Uniform Dwelling Code Changes

A proposed package of changes to Wisconsin's Uniform Dwelling Code (Comm 20 – 25) for one- and two-family dwellings has been sent over to the State Capitol for legislative review. David Dolan-Wallace, AIA, Green Bay, is the architect on the Uniform Dwelling Code Council. The changes are focused on housekeeping, updating and adopting standards such as the ACI, some alignment with the IRC, and a number of clarifications to make the code easier to interpret for architects, builders and code officials. Proposed changes of note include: revised wall bracing requirements; energy requirements, including insulation and air flow, to help prevent mold; brick or stone veneer is not permitted below grade unless it is solid and mortared in solid with the flashing and weeps properly placed above grade; automatic sprinklers are not required, but if used must meet NFPA; and heating equipment must be labeled for the proposed use. In 2006, AIA Wisconsin endorsed an initiative by a group of architects, engineers, contractors and healthcare facility representatives to encourage discussion with the Bureau of Quality Assurance, Department of Health & Family Services, on ideas for improving the design, construction and approval process for healthcare facilities in Wisconsin. This group continues to meet regularly and has made progress on several important initiatives. Long-Range Planning Retreat
For over 20 years, AIA Wisconsin leaders have gathered in an old log lodge on Mirror Lake to participate in a long-range planning session. This year, 32 members participated in the two-day retreat chaired by AIA Wisconsin Vice President/President-Elect Josh Johnson, AIA, Middleton. Participants included Student Affiliate members to AIA Emeritus members and everything in between. The first day of the retreat focused on the results from this year's “Member Satisfaction Survey” and a special presentation on “Adjusting to the Shifts” by AIA/CES Senior Director Thom Lowther. The second day focused on member services and component structure, concluding with the identification of 2008 initiatives and action plans.

Thank you to the over 280 AIA Wisconsin members who responded to the online survey this summer. The results were compiled for use at this year's long-range planning retreat. Your feedback on the types of programs of most interest to you and comments on the services provided by the AIA at the local, state and national levels are invaluable. Architects Section Update

At its most recent meeting, the Architects Section of the Wisconsin Joint Examining Board approved moving ahead with the drafting of proposed administrative rules to address two important licensing issues. First, the legal counsel for the Architects Section was authorized to draft proposed rules that would establish mandatory continuing education (MCE) requirements for architects to renew their license in Wisconsin. As you may recall, enabling legislation for these MCE requirements was approved and signed into law earlier this year. The Architects Section also requested the Department of Regulation & Licensing to draft a proposed amendment to current administrative rules, A-E 3.05(2), that would allow candidates with a NAAB accredited degree and an established IDP record with NCARB to apply to start taking the Architect Registration Exam (ARE) upon graduation. Please don't start holding your breath, yet, for either of these proposed administrative rule changes. The Architects Section only meets twice a year; and any proposed administrative rules require several public hearings and legislative review. The next Architects Section meeting is scheduled for 10/22/08.

WAF Leaders & New Scholarship

The Wisconsin Architects Foundation (WAF) is a non-profit membership organization of design and construction professionals dedicated to being a catalyst to improve quality of the environment through research and education. At its meeting in June, the WAF Board of Directors appointed the following officers for 2008-09: Allyson Nemec, AIA, Milwaukee, President; A. James Gersich, AIA, Fitchburg, Vice President; and Ralph Jackson, AIA, Cross Plains, Secretary/Treasurer. The WAF Board also awarded $1,000 scholarships to three Wisconsin students pursuing accredited degrees at schools of architecture located outside of the state. This new Wisconsin Students Out-of-State Study Scholarships program was created this spring, but it reflects a long-standing commitment by the WAF to support Wisconsin students interested in architectural education. The three WAF scholarship recipients are: Danielle Meyers, Mequon, University of Oregon; Randall Schoen, Wauwatosa, Washington University of St. Louis; and William Dean, Madison , University of Oregon. NCARB Annual Meeting

Delegates to last month's NCARB Annual Meeting voted to adopt the so-called “6 Month Rule” resolution that will require the reporting of IDP Training Units every six months. With certain exceptions and extensions detailed in the resolution, the new reporting requirements will become effective July 1, 2009 for new Record Holders and July 1, 2010 for current Record Holders. The effective dates are linked to the successful implementation of NCARB's Online IDP Reporting System. ARE 4.0 Resources
All Architect Registration Exam (ARE) candidates who had not passed an ARE 3.1 section before May 15th have officially been transitioned to ARE 4.0. AIA Integrated Project Delivery (IPD) Agreements
The American Institute of Architects (AIA) has released four new Integrated Project Delivery (IPD) agreements. The new IPD documents will satisfy the needs of users who may have two distinct comfort levels with the IDP process by providing two levels of design and construction integration. One is more traditional in nature and, as such, may be a comfortable first step into IPD. The other introduces an entirely new way of delivering a construction project. Both encourage the parties to implement Building Information Modeling and other technologies to achieve efficiencies, increase collaboration and maximize information sharing. QBS Legislation & AIA Grant
During the 2007-08 session of the Wisconsin Legislature, proposed legislation (AB 553 & SB 295) that would have required local governments to use a qualifications-based selection (QBS) process for selecting architects and engineers for their projects was approved by the Assembly late in the session, but failed to make it out of committee in the Senate. AIA Wisconsin is working with the American Council of Engineering Companies (ACEC) of Wisconsin in support of this QBS initiative and recently was awarded an AIA Government Affairs Assistance Grant to help draft a new and improved version of this proposed legislation to introduce next session. Wisconsin Building Enclosure Council

The Wisconsin Building Enclosure Council (BEC) held its kickoff meeting last month and attracted a good crowd of design and construction industry leaders. Co-chaired by Joseph Schultz, AIA, Milwaukee, and Brian Stroik, BEC-Wisconsin has scheduled meetings for 3:30 p.m. on June 17, July 15 and August 19 at the Boldt Construction office in Waukesha to plan continuing education programs that will begin this fall. Started by an agreement between the AIA and the National Institute of Building Sciences in 2004, the purpose of local BECs is to promote and encourage discussion, training and education on all matters concerning building enclosures. BEC-Wisconsin is the 21 st local group to be established. Information about the BEC initiative is available at: http://www.nibs.org.

Director-At-Large Candidates

Wisconsin License Renewal

For architects, Wisconsin issues two-year licenses that expire on July 31 of even-numbered years (e.g. 7/31/08). If you haven't done so already, you may want to visit the website for the Wisconsin Department of Regulation & Licensing to check on the status of your license and renew it online: http://drl.wi.gov.

ARE & NCARB Record

Attention architectural interns, sponsors, advisors and mentors . . . effective May 15, 2008, all candidates applying to take the ARE are required to establish a record with the NCARB. Wisconsin applicants do not necessarily need to complete NCARB's IDP or meet its education requirements, but you must establish a NCARB record and obtain a record number before the Wisconsin Department of Regulation & Licensing can authorize you to start taking the exam.

ARE Lending Library
AIA Wisconsin has established a lending library of Architect Registration Examination (ARE) study materials from Kaplan AEC Education that cover all sections of the ARE exam. The materials are available to Associate AIA members and can be checked out of the office for a period of 14 days. For details, read the ARE Lending Library Policies . Intern Title
According to state administrative rule A-E 3.03(5), which became effective on June 1, 2003, individuals acquiring supervised experience in architectural work to become licensed as an architect in Wisconsin may use the title "architectural intern." Firms and interns are encouraged to make sure that titles used on business cards and in other marketing materials comply with state statutes and related administrative rules. Only registered architects may use the title "architect." Titles for interns other than "architectural intern" that include "architect" or "architectural," such as "intern architect," "architectural designer" or "architectural technician," are prohibited by state law.

Sustainability | Energy Efficiency Leadership Award
May 23 is the application deadline for the 2008 Wisconsin Sustainability | Energy Efficiency (SE²) Leadership Award program. Entry materials are due by 7/18/08 . Ten building projects were recognized for excellence in architectural design by the 2008 AIA Wisconsin Design Awards program. Distinguished Service

During the AIA Wisconsin Annual Meeting, President Lee Connellee, AIA, Appleton, presented six “Citations for Distinguished Service” to the profession of architecture. Citation recipients included: John Holz, AIA, Bayside, for his leadership of AIA Milwaukee and the local Chapter's AIA150 initiative; Joseph Lawton, Assoc. AIA, Hartland, for coordinating the AIAS Forum conference in Milwaukee; Gary Magee, Assoc. AIA, Shawano, for his advocacy of architectural education at Northeast Wisconsin Technical College; the Milwaukee Journal Sentinel for its commitment to covering design, architecture and urban planning issues; Lawrence Schnuck, AIA, Whitefish Bay, for his leadership of the WAF Board of Directors; and Rob Wheat, AIA, Monroe, for chairing the successful 2007 AIA Wisconsin Convention & Expo.

WAF Annual Meeting

The Wisconsin Architects Foundation held its Annual Meeting on April 30. WAF President Lawrence Schnuck, AIA, Whitefish Bay , presented a report on WAF scholarship and grant programs, including support for the UWM Architecture Summer Camp for high school students, Terrace Town “box city” program for elementary students and a new scholarship for Wisconsin students attending accredited schools of architecture in other states. Schnuck also accepted a $1,000 contribution from County Materials Corporation and introduced WAF scholarship recipients from UWM SARUP. WAF members elected George Beyer, Elm Grove, A. James Gersich, AIA, Fitchburg , and Paula Verboomen, AIA, Milwaukee , to three-year terms on the WAF Board of Directors. The WAF “Silent Auction,” coordinated by Ralph Jackson, AIA, Cross Plains, and Patrick Conway, AIA, Mount Horeb, generated $3,000 for WAF scholarship and grant programs.

The Annual Meetings of the
Wisconsin Architects Foundation and AIA Wisconsin are scheduled for 8:00 – 9:30 a.m. on Wednesday, April 30, in the Ballroom. In addition to the always exciting reports and updates on upcoming programs and initiatives by WAF and AIA leaders, the agenda includes a special presentation by Robert Greenstreet, RIBA, Int'l Assoc. AIA . Dean of the School of Architecture & Urban Planning at UW-Milwaukee and the director of planning and design for the City of Milwaukee , Greenstreet's talk will illustrate how a renewed focus on architecture and urban planning principles is transforming the city.

Awards Luncheon
This year's Awards Luncheon on April 30 features the presentation of the 2008 AIA Wisconsin Golden Award to
Joseph H. Flad, FAIA, (1922-2004). In addition, AIA Wisconsin will be conferring an Honorary Affiliate Membership upon Milwaukee Journal Sentinel columnist Whitney Gould. And that's not all, as the luncheon program also includes a special presentation by award-winning New York photographer John Margolies.

This year's Expo will be packed with displays featuring the latest products and services available to Wisconsin 's design and construction industry. The
2008 AIA Wisconsin Convention features two outstanding keynote speakers. On April 30, award-winning architect Jane Hanson Weinzapfel, FAIA , of Leers Weinzapfel Associates Architects in Boston , will present The Boldt Company Keynote Address. Plus, on May 1, renowned Southern California architect Eric Owen Moss, FAIA , of Eric Owen Moss Architects, will present the MasterGraphics Keynote Address.

Design Seminars
This year's track of “design” seminars features presentations by an attractive mix of speakers that will illustrate the transformational power of architecture.
Reed Kroloff, Assoc.
AIA , the director of the Cranbrook Academy of Art and Museum and formerly the Dean of the School of Architecture at Tulane University , will address the rebuilding of New Orleans after Katrina. Kendall Wilson, AIA, founding principal of Envision, will discuss sustainable design from an interiors perspective. Award-winning architect and University of Arkansas professor Marlon Blackwell, AIA , will explore the interplay between detail, form and place. Continuing the tradition of featuring a Wisconsin firm, Bill Bula, AIA , and David Black, AIA , will discuss the transformation of ideas at Flad Architects.

Practice Seminars

Convention “practice” seminars feature presentations by experts on emerging nuts-and-bolts issues shaping the practice of architecture. Ava Abramowitz, Hon.
AIA , an attorney and author, will share the secrets of successful negotiation and collaboration. Architect and author Scott Simpson, FAIA, managing director of KlingStubbins in Cambridge , will identify the links between the big changes transforming the profession – BIM, green design and integrated project delivery. Returning for another encore performance, our favorite Texans Grant Simpson, FAIA, and James Atkins, FAIA, will compare and contrast the past and the future of construction document and construction administration delivery methods.


Sustainability Seminars
The “environmental” or “sustainability” seminar presentations will offer the scientific foundation and practical solutions that architects can put to good use. Jonathan Foley, founder and director of the Center for Sustainability and the Global Environment at UW-Madison, will outline the challenges and opportunities for a sustainable future. Engineers
Dale Holland, Randy Olson  and Jay Rohkohl, with Dunham in Minneapolis , will expose the difference between “chasing points” and truly meeting the objectives of a project and the LEED rating system . Not for the faint of heart, the “A/E Smackdown” session features a panel of extreme practitioners that will challenge the new paradigms of sustainability, climate change and integrated design.

Spotlight Seminars

Integrated Project Delivery Series

Mark your calendar for the second seminar of the Integrated Project Delivery (IPD) series scheduled for 6:00–7:30 p.m. on March 26 at UWM SARUP. Michael Tardif, Assoc. AIA, will present case studies of a diverse group of firms that have enhanced their profitability by effectively deploying BIM and related design technologies. Tardif is the editorial director of Design Byline in Bethesda and the former director of the AIA Center for Technology and Practice Management. Stoner House Accessibility Project

The AIA Wisconsin Board of Directors has authorized moving forward with the preparation of plans for an accessible ramp to the back porch of the historic Stoner House in downtown Madison. In addition, the Board is interested in a study on the feasibility of remodeling interior space on the first floor for an accessible restroom. A Stoner House Work Group has been appointed to guide this project. A qualifications-based selection (QBS) process will be used to select a member-owned firm interested in providing architectural services. You are encouraged to submit a letter of interest by April 2. Annual Meetings

The joint Annual Meetings of the Wisconsin Architects Foundation (WAF) and AIA Wisconsin are scheduled for 8:00-9:30 a.m. on April 30 at the Monona Terrace Community & Convention Center in Madison. In addition to updates and reports by WAF and AIA leaders, Robert Greenstreet, RIBA, Int'l Assoc. AIA, will review how Milwaukee is transforming itself by focusing on architecture and urban design. Greenstreet is the Dean of the School of Architecture & Urban Planning at UW-Milwaukee and the director of planning and design for the City of Milwaukee.

Emerging Professionals & Future Fellows

The 2008 AIA Wisconsin Convention program features two special FREE workshops. AIA & WAF Scholarships

For the third year in a row, AIA Wisconsin and the Wisconsin Architects Foundation have qualified for the maximum AIA Component Scholarship Matching Grant of $4,000. This national AIA grant will be combined with $6,000 in WAF scholarship funds to provide four $2,500 scholarships to students pursuing accredited graduate degrees at UWM SARUP.

 

AIA Contract Documents Software

AIA Wisconsin has been selected to host a full-day hands-on workshop that provides a comprehensive overview of AIA's contract documents software. The workshop will be held on April 2 at the MasterGraphics learning lab in Waukesha . AIA members can earn 6.5 AIA/CES learning unit hours. Space is limited. A312

AIA document A312 is a combined Performance and Payment Bond. Recent court decisions, in other states, have strictly interpreted paragraph 6 of the Payment Bond to prevent contractors and sureties from contesting claims if the surety failed to dispute the claim within 45 days. The most recent decision held that surety had to pay the amount stated in the claimant's notice, and forfeited any defenses, even though the claimant had not provided any supporting documents to enable the contractor and surety to investigate the claim. The result is that some contractors and sureties have refused to provide payment bonds on the A312 form unless it is modified to require claimants to support their claims and permit the contractor and surety to assert valid defenses. The AIA has met with surety representatives and agreed to draft an amendment that could be posted on the AIA website and to put a complete overhaul of the A312 on the Documents Committee scheduled for next year. (Note: AIA Wisconsin has a two-page Wis. A312 Public Improvement Performance/Labor and Material Bond that references Section 779.14 of the Wisconsin Statutes and is not affected by the aforementioned court decisions.)

 

QBS Legislation

The 2007-08 regular session of the Wisconsin Legislature came to an end last week; and the Governor has called a special session to “repair” the state budget. While over 1,500 bills were introduced, very few are approved by both the Assembly and Senate and signed into law by the Governor. Proposed legislation (AB 553 & SB 295) that would require local governments to use a qualifications-based selection (QBS) process for selecting architects and engineers for their projects was passed by the Assembly late in the session, but failed to make it out of committee in the Senate.

 

Continuing Education

On February 8, Governor Doyle signed into law 2007 Wisconsin Act 47. This legislation enables the Architects Section of the Joint Examining Board to promulgate administrative rules that establish minimum continuing education requirements for renewing your license as an architect in Wisconsin. Thirty-five states currently have mandatory continuing education requirements, including Iowa , Illinois and Minnesota. Reflecting the fact that the legislative process demands patience and persistence, AIA Wisconsin has supported this enabling legislation for a dozen years. The rule-making process also will take time, with public hearings and legislative review.

The Wisconsin Society of Architects/Political Action Committee (WSA/PAC), established in 1978, is an independent, voluntary and bipartisan group of individual architects and allied professionals interested in improving government by encouraging the active participation and involvement of architects in the political process. Building Enclosure Council
Would you be interested in helping to establish a Building Enclosure Council (BEC) in Wisconsin? The BEC initiative was started in 2004 by an agreement between the AIA and the Building Enclosure Technology and Environment Council (BETEC) of the National Institute of Building Sciences (NIBS). The purpose of the local Councils is to promote and encourage discussion, training, education, technology transfer, the exchange of information about local issues and cases, relevant weather conditions, and all matters concerning building enclosures and the related science. So far, about 18 BECs have been established, including Councils in Chicago and Minneapolis . Contact AIA Wisconsin if you're interested. President's Report

At the first meeting of the 2008 Board of Directors, AIA Wisconsin President W. Lee Connellee, AIA, Appleton, stressed the importance of engaging members and getting them involved. His report touched on the trends affecting the future of the profession and outlined the important initiatives emerging from the AIA Wisconsin planning retreat. Whitney Gould Honorary Member

Whitney Gould has been named an Honorary Affiliate member of AIA Wisconsin in recognition of her significant contributions to the profession of architecture and the allied arts and sciences in Wisconsin . As the author of a regular column in the Milwaukee Journal Sentinel on urban landscape issues, she has helped to increase public awareness of the importance of good design, focus public attention on critical urban development issues and stimulate public dialogue on the ability of architecture to improve our communities. Her Honorary Affiliate membership will be formally conferred during the Award Luncheon on Wednesday, April 30, at Monona Terrace during the 2008 AIA Wisconsin Convention. This luncheon program also will feature the presentation of the 2008 Golden Award to the family of Joseph H. Flad, FAIA, (1922-2004) and a special presentation by acclaimed New York photographer John Margolies.

Distinguished Service

The AIA Board of Directors has approved awarding the following Citations for Distinguished Service to the profession of architecture: John Holz, AIA, Bayside, for leading AIA Milwaukee and championing its AIA150 initiative; Joe Lawton, Assoc . AIA, Hartland, for coordinating the 2007 AIAS FORUM conference in Milwaukee; Rob Wheat, AIA, Monroe, for chairing the successful 2007 AIA Wisconsin Convention & Expo; and the Milwaukee Journal Sentinel for its commitment to covering important design, architecture and urban landscape issues. These Citations will be presented during the AIA Wisconsin Annual Meeting, which is scheduled for 8:00-9:30 a.m. on Wednesday, April 30, at Monona Terrace in Madison.

New Director-At-Large
At its meeting earlier this month, the AIA Wisconsin Board of Directors appointed John T. Mills, AIA, Madison, to fill a Director-At-Large term for the balance of 2008. Mills is studio leader for the hospital planning/design studio at Marshall Erdman & Associates. Other Directors-At-Large are: Kent Calloway, AIA, Middleton; Thomas Hirsch, AIA, Madison; Dan Sisel, AIA, Milwaukee; and Len Witke, AIA, Columbus.

Economic Development

Wisconsin Department of Commerce Secretary Jack Fischer, AIA, outlined the components of the Governor's economic development package for the AIA Wisconsin Board of Direct ors at its most recent meeting and encouraged architects to support this important initiative by contacting state legislative leaders. In order for the proposed new grant, loan and tax credit programs to go into effect, the economic development package must pass the Senate and the Assembly within the next month. State Building Code

The Commercial Building Code Council and Multifamily Dwelling Code Council held a joint meeting last week to begin the process for updating the state building code for the 2009 International Building Code and related ICC codes. AIA Wisconsin representatives on these advisory councils are Joe Jurkiewicz, AIA, Grafton, for the commercial building code and Jim Klett, AIA, Whitefish Bay , for the multifamily dwelling code. Meanwhile, the new Wisconsin Commercial Building Code becomes effective on March 1. Developing educational programs for members on IPD was an initiative identified at the most recent AIA Wisconsin planning retreat. Director-At-Large Daniel Sisel, AIA, Milwaukee, is coordinating a five-part educational series that will pull together practical real-world case-study examples of how firms and firm leaders have successfully and not-so-successfully addressed the impact of IPD and BIM on organizational structure, revenue stream generation, risk management and legal structures of project teams. The purpose of the educational series is to help place architects in a leadership role. AIA Wisconsin, AIA Milwaukee and UWM SARUP are helping to sponsor this program. AIA Photo Competition
AIA St. Louis is coordinating the 2008 AIA Photography Competition. The top 14 entries will be exhibited at the 2008 AIA National Convention in Boston . Images for the 2010 Architectural Engagement Calendar (approximately 52 images) will be selected from all submitted entries and will include the 14 award winners. DSF Diversity Task Force

Members of the AIA/DSF Liaison Committee, chaired by Richard Dannhausen, AIA, Egg Harbor , meet regularly with representatives of the Division of State Facilities (DSF) and the American Council of Engineering Companies (ACEC) of Wisconsin to discuss items of mutual interest. At the most recent “partnering” meeting, Godwin Amegashie, assistant to administrator at DSF, asked the AIA and ACEC to each recommend 3-4 members to serve on a task force to identify and discuss ideas for encouraging greater minority participation. AIA Compensation Survey

The AIA currently is compiling salary information for its 2008 Compensation Survey Report – the most comprehensive national survey on architect compensation. The new survey will provide compensation data for 42 positions at architecture firms for nine regions and, depending on the response, many states and metro areas. To encourage you to participate, you will receive a complimentary PDF copy of the report. If you already have been invited to participate in the survey, please reply by the deadline. WAF Scholarships & Grants

The Wisconsin Architects Foundation recently provided $15,700 in scholarships for students attending the School of Architecture & Urban Planning at the University of Wisconsin-Milwaukee. These WAF funds will be used for general tuition scholarships, Elmer Johnson Memorial Scholarship, Richard Hunzinger Memorial Scholarship, AIA Southwest Wisconsin Scholarship, Milwaukee Chapter CSI Scholarship and Dean's Fund. In addition, the WAF Board of Directors is updating its policies and guidelines for awarding scholarships to Wisconsin students pursuing accredited degrees at out-of-state architecture schools.

AIA & WAF Scholarship Program
First established in 2006, the AIA & WAF Scholarship Program combines national and state resources to increase scholarships for architecture students. For 2007, $6,000 from the Wisconsin Architects Foundation was combined with a $4,000 national AIA component matching grant to provide four $2,500 tuition scholarships to Master of Architecture students at the UWM School of Architecture & Urban Planning. These AIA & WAF scholarships were awarded to Paul Mattek, Katharine Hall, Robert Koehler and Cassie Hibbert at a special awards program last month at UWM. Congratulations to these UWM graduate students . . . and thank you for your support of the WAF!

Pay Your Dues the Easy Way: Online

AIA membership renewals are due January 15 . Members can renew their membership online: go to www.aia.org and click “Renew Your Membership” in the upper left corner. The log-in to access your renewal invoice is your email address. Passwords are generally your last name (capitalized appropriately). Please contact Information Central at 800-242-3837 if you experience any difficulty accessing your 2008 renewal notice.


AIA Wisconsin Convention & Expo

Reserve April 30 & May 1 for the 2008 AIA Wisconsin Convention, Transformation, at the Monona Terrace Community & Convention Center in Madison. The Convention Committee, chaired by Barry Swedeen, AIA, Madison, is assembling an outstanding program of keynote presentations, professional development seminars, product and service information and other special events for this spring. Keynote speakers are Jane Weinzapfel, FAIA, and Eric Owen Moss, FAIA. Seminar presenters include Reed Kroloff, Assoc. AIA, Ava Abramowitz, Hon. WAF Silent Auction

The Wisconsin Architect s Foundation will host the second annual “Art by Architects” silent auction as a fund-raising event at the 2008 AIA Wisconsin Convention & Expo on April 30 at Monona Terrace. 2007 AIA Contract Documents Available

AIA Wisconsin is the state's only full-service distributor of AIA contract documents. The 2007 updates include revisions to A201 and nearly 50 owner/architect, architect/consultant and contractor/subcontractor agreements. ARE Lending Library

AIA Wisconsin has established a lending library of the latest Architect Registration Examination (ARE) study materials from Kaplan AEC Education that cover all sections of the ARE exam. The materials are available to AIA Associate members and can be checked out for a period of 14 days. For details, read the ARE Lending Library Policies . Firm & Residential Directories
If you have not returned your completed application to be listed in the Firm Directory and/or Residential Directory and still want to participate, please download the application (Word Document) . The Directories will be published as part of the Wisconsin Architect magazine . . . the annual “Construction Industry Handbook.” As an added benefit, firms listed in these 2008 AIA Wisconsin directories also will be eligible to be included on “Architect Finder” through the national AIA consumer access Web site. Terrace Town
Coordinated by Monona Terrace, “ Terrace Town ” is a program that introduces architecture and community planning to elementary and middle school students in Dane County . As a mentor, you'll work with one classroom to design a neighborhood or city. You'll bring a professional "real life" perspective to discussions about how communities are planned, what makes a quality community and how people can participate in the improvement of the built environment. (A grant from the WAF helped Monona Terrace support an educational program for the teachers on community design and urban planning.)
