Golden Award

Cherie K. Claussen, AIA, Wauwatosa, has been selected by the AIA Wisconsin Board of Directors to receive the 2007 Golden Award. The award will be presented at a special awards luncheon on May 16 at the AIA Wisconsin Convention & Expo in Madison. The Golden Award is the highest honor that AIA Wisconsin can bestow upon a member architect. It is awarded in recognition of distinguished leadership and service to AIA Wisconsin and the profession over an extended period of time.

Design Awards

The Design Awards Committee invites your participation in the 2007 AIA Wisconsin Design Awards program. The deadline for entering your projects is January 19. Proposed Building Code Revisions

The Wisconsin Department of Commerce has scheduled a public hearing for Thursday, December 21, in Madison on proposed revisions to the Wisconsin Commercial Building Code and Fire Prevention Code. The proposed state code package would adopt by reference the 2006 editions of the ICC suite of building codes (IBC, IECC, IMC and IFGC) and the NFPA fire prevention code (NFPA 1), resulting in fewer Wisconsin modifications or “Wisconsinisms” to the model codes. Commerce also is proposing to incorporate the 2006 edition of the International Existing Building Code (IEBC) as part of the Wisconsin Commercial Building Code, which also would replace current historic building code provisions. The proposed revisions to the sprinkler requirements for multifamily dwellings have generated the most controversy. Code Comments & Recommendations

AIA Wisconsin members are encouraged to review the proposed state building code updates, evaluate how the proposed revisions may affect your projects and provide feedback on the positive and the not-so-positive code changes. AIA150 – Blueprint for America

As part of the celebration of the AIA's 150 th anniversary in 2007, members across the country are giving something back to their communities and demonstrating the difference that architecture makes in our lives. Here in Wisconsin, AIA Southwest Wisconsin members collaborated this fall with Allied Drive residents and city officials to develop three concepts to revitalize this troubled Madison neighborhood . . . and AIA Milwaukee members are collaborating with UWM SARUP faculty and students, city officials in Milwaukee and Racine, and nonprofit organizations to reweave the neighborhood fabric with affordable housing. AIA150 “Champions” Kelly Thompson-Frater, AIA, Madison, John Holz, AIA, Bayside, and Marty Sell, AIA, Juneau, have been invited to present a seminar on these “Blueprint for America ” projects at the national AIA Convention in San Antonio in May. Membership Satisfaction Survey

Last July, a total of 265 AIA Wisconsin members responded to a web-based membership satisfaction survey. That represents 18% of the total membership. Thank you for the positive response. WAF

The Wisconsin Architects Foundation was founded in 1953 to build a better Wisconsin through architectural education. WAF officers for 2006-07 are: Lawrence Schnuck, AIA, Whitefish Bay, President ; Allyson Nemec, AIA, Milwaukee, Vice President ; and A. James Gersich, AIA, Fitchburg, Secretary/Treasurer . The WAF Board of Directors has approved a scholarship and grant budget of $32,650 for the current fiscal year. Tax-deductible contributions to the WAF by members like you make these valuable WAF scholarship and grant programs possible.


Distinguished Service

At its meeting last month in Lake Geneva, the AIA Wisconsin Board of Directors unanimously approved presenting a Citation for Distinguished Service to the leaders of this fall's successful AIA150 initiative that helped residents of a troubled neighborhood in Madison use the design process to develop a new vision for their community. The following AIA Southwest Wisconsin members will be recognized for their significant contributions next May at the 2007 AIA Wisconsin Convention & Expo: Kelly Thompson-Frater, AIA, Madison , Melissa Destree, AIA, Oregon , Richard Lundeen, AIA, Madison , Thomas Hirsch, AIA, Madison , and Gregory Fischer, AIA, Madison. Continuing Education

At the request of the Joint Board of Architects, Landscape Architects, Professional Engineers, Designers and Land Surveyors at the Wisconsin Department of Regulation and Licensing, proposed legislation has been drafted that would enable the Architects Section and other Sections of the Joint Board to establish minimum continuing education requirements for individuals renewing their license. AIA Wisconsin supports this initiative; and State Representative Steve Wieckert (R-Appleton) has agreed to introduce the enabling legislation next session. In anticipation of this legislation eventually being signed into law, the Architects Section has started to develop an outline of proposed administrative rules to implement the continuing education requirements. At its meeting this week, Section members reviewed a draft that, among other things, suggested a total of 16 hours of continuing education related to health, safety and welfare issues every two years, exemptions for military service, disability, illness and retirement from practice, record keeping options and random compliance audits. There will be numerous opportunities for the public to comment on the proposed enabling legislation and any proposed rules promulgated by the Architects Section to implement continuing education requirements for license renewal.

Use of the Title “Architect”

Wisconsin Statutes prohibit a person who is not licensed as an architect from not only practicing or offering to practice architecture, but also from using any title or description tending to convey the impression to the public that they are an architect. Section 443.02(3) states that: “No person may . . . use in connection with the person's name or otherwise assume, use or advertise any title or description tending to convey the impression that he or she is an architect . . . unless the person has been duly registered . . .”

UW System Titles

Earlier this year, AIA Wisconsin asked the University of Wisconsin System to review the use of “architect” in titles for academic staff positions that do not require the individual to be credentialed as an architect. It was noted that Chapter 443 does not contain an exemption for individuals employed by the state or university. A representative of the Office of Human Resources responded that the UW System does “have a few Facilities Architects who are not registered with the Department of Regulation and Licensing” and that “[o]ur plan is to reinforce the language in our Facilities Architect title definition to include a requirement of registration as an Architect with the State Department of Regulation and Licensing in order to assume a position with this title.”

Intern Title
According to state administrative rule A-E 3.03(5), which became effective on June 1, 2003, individuals acquiring supervised experience in architectural work to become licensed as an architect in Wisconsin may use the title "architectural intern." Firms and interns are encouraged to make sure that titles used on business cards and in other marketing materials comply with state statutes and related administrative rules. Only registered architects may use the title "architect." Titles for interns other than "architectural intern" that include "architect" or "architectural," such as "intern architect," "architectural designer" or "architectural technician," are prohibited by state law.

Certificate of Authorization

Section 443.08(5 ) of the Wisconsin Statutes states that: “No firm, partnership or corporation may engage in the practice of or offer to practice architecture . . . in this state, or use in connection with its name or otherwise assume, use or advertise any title or description tending to convey the impression that it is engaged in the practice of architecture . . . nor may it advertise or offer to furnish architectural . . . services unless the firm, partnership or corporation has compiled with this chapter” . . . which requires that it have a certificate of authorization from the Department of Regulation and Licensing. To qualify for such a certificate, the firm, partnership or corporation must have a registered architect in its employment.

Aiding or Abetting Unlicensed Practice

Section 443.11(1) authorizes the Joint Board to discipline an architect found guilty of “[s]igning or impressing his or her seal or stamp upon documents not prepared by him or her” or “[k]nowingly aiding or abetting the unauthorized practice of architecture . . . by persons not registered under this chapter.” In addition, section 443.17 states that: “No person who is registered under this chapter to practice architecture . . . may impress his or her seal or stamp upon documents which have not been prepared by the person or under his or her direction and control . . . or in any other manner knowingly aid or abet the unauthorized practice of architecture . . . by person not authorized under this chapter.”

Branch Offices

State administrative rules A—E 2.03 relating to “branch offices” include the following provisions: “Every firm maintaining one or more places of business in Wisconsin shall have . . . a resident architect in each separate business location which provides or offers to provide architectural services” and that a “resident may not be in charge of or responsible for services offered or provided from more than one business location.” These administrative rules have the same force of law as state statutes.

Election Results & Appointment
Congratulations to Kent Calloway, AIA, Middleton; and Karen Plunkett Muenster, AIA, Milwaukee! They have been elected as a Director-At-Large on the AIA Wisconsin Board of Directors, with two-year terms starting in January. At its meeting last week in Lake Geneva, Jenalyn Groeschel, Assoc. AIA, New Berlin, was appointed to a two-year term as one of the two Associate Representatives on the AIA Wisconsin Board of Directors.

Fall Workshop
Over 125 architects and allied professionals gathered in Lake Geneva last week for the 2006 Fall Workshop on “Integrated Practice.” The speakers – Norman Strong, FAIA, Finith Jernigan, AIA, Glenn Birx, AIA, and Kimon Onuma, AIA – received very high marks. One member noted that “This workshop was great. I will leave with more ideas going through my head about the future of architecture than any I've ever attended.” Autodesk and the Wisconsin Architects Foundation stepped forward to help sponsor the workshop. Thank you!

Long-Range Planning Report
For over 20 years, AIA Wisconsin leaders have gathered in an old log lodge on Mirror Lake to participate in a long-range planning session. This year, 18 members participated in the two-day retreat chaired by AIA Wisconsin Vice President/ President-Elect Martin Sell, AIA, Juneau. With the theme of “AIA200,” the focus of the 2006 planning session was on members, leadership involvement, AIA150 initiatives and what the AIA may look like in 2057. SE² Leadership Awards

The third annual Sustainability & Energy Efficiency (SE²) Leadership Awards were presented at a special awards luncheon in Madison last week. Engberg Anderson Design Partnership received an “Award for Excellence” for the Historic Third Ward Riverwalk in Milwaukee. “Awards of Merit” were presented to Eppstein Uhen Architects for the Deerfield Elementary School, Oak Creek-Franklin School District and to Berners Schober Associates for the DNR NE Regional Headquarters in Howard. “Special Citations” were presented to Ayres Associates for the Bush Brothers Office Addition in Augusta and to Hoffman, LLC, for the Woodland School, Kimberly School District. The SE ² Leadership Awards program was created by AIA Wisconsin, Energy Center of Wisconsin, ASHRAE – Wisconsin Section, Illuminating Engineering Society – Milwaukee Section, Wisconsin Green Building Alliance, IFMA – Wisconsin Section, and Focus on Energy. The program recognizes leadership in energy efficient and sustainable design, construction and operation of Wisconsin commercial buildings and related systems. Congratulations to the award-winning architects and projects!

The American Council of Engineering Companies (ACEC) of Wisconsin is holding its 15 th annual DSF Consultants Conference, “Looking into the Future: Building Information Modeling,” on November 2 at the Alliant Energy Center in Madison. SUPAr Curriculum Design Charette
The UWM School of Architecture and Urban Planning has scheduled a SUPAr (High School for Urban Planning and Architecture) Curriculum Design Charette for the evening of November 1. The goal is to develop a menu of projects that will engage high school students using facets of design, planning and development of buildings, cities and regions. Integrated Practice
The 2006 AIA Wisconsin Fall Workshop on “Integrated Practice” will be held on Friday, October 20, at the Grand Geneva Resort in Lake Geneva. The full-day workshop will provide an overview of what's involved with integrated practice, an introduction to building information modeling (BIM), tips on how to manage an integrated process and anticipate the cultural changes that may occur in your practice, and a preview of emerging tools and new relationships. Wisconsin State Capitol
At the State Capitol and Executive Residence Board (SCERB) meeting on September 25, architect and SCERB member Arlan Kay, AIA, Oregon, presented Wisconsin State Senator Fred Risser with a $1,000 contribution from The American Institute of Architects for the State Capitol Preservation Fund. Sen. Risser (D-Madison) is chair of SCERB. Last July, the Council of Architectural Component Executives (CACE) met in Madison; and AIA leaders from around the country were impressed with the restoration of the State Capitol. The generous AIA donation was made in support of the AIA Wisconsin Historic Resources Committee “Culture of Care” initiative to make sure that the State Capitol is appropriately maintained and preserved.

Sustainability & Energy Efficiency Leadership Conference
This year's SE² Leadership Conference is scheduled for October 18 at the Monona Terrace Community and Convention Center in Madison. The Awards Luncheon will feature the presentation of the third annual SE² Awards, recognizing leadership in energy efficient and sustainable design, construction and operation of Wisconsin commercial and other non-residential buildings and related systems. AIA150 – Allied Drive Community Design Process
On Sunday evening, AIA Southwest Wisconsin volunteers unveiled three concepts for improving the troubled Allied Drive neighborhood in Madison. The design concepts were developed and refined over four days of community input, feedback and creative problem solving that involved neighborhood residents, public officials and over two dozen architects and other design professionals. The community design process was coordinated by AIA Southwest Wisconsin as part of the “ Blueprint for America ” initiative to celebrate the 150th anniversary of The American Institute of Architects. AIA Board of Directors in Milwaukee
The national AIA Board of Directors met in Milwaukee on September 7-9. This may have been a first for Wisconsin. In thanking AIA Wisconsin members for their hospitality, 2006 AIA President Kate Schwennsen, FAIA, commented: “From the Pfister, to the Calatrava, to Wingspread . . . those who didn't know Wisconsin are leaving here with a very favorable impression.”

Integrated Practice

The 2006 AIA Wisconsin Fall Workshop on “Integrated Practice” will be held on Friday, October 20, at the Grand Geneva Resort in Lake Geneva. The full-day workshop will provide an overview of what's involved with integrated practice, an introduction to building information modeling (BIM), tips on how to manage an integrated process and anticipate the cultural changes that may occur in your practice, and a preview of emerging tools and how they may affect architect-owner-contractor-facility manager relationships. You will be receiving information on how to register online for the Fall Workshop. The registration fee is $150 for members prior to 10/14/06 . A limited number of rooms is available at the Grand Geneva for workshop participants. Sustainability & Energy Efficiency Leadership Conference
This year's SE² Leadership Conference is scheduled for October 18 at the Monona Terrace Community and Convention Center in Madison. The Awards Luncheon will feature the presentation of the third annual SE ² Awards, recognizing leadership in energy efficient and sustainable design, construction and operation of Wisconsin commercial and other non-residential buildings and related systems. DSF Consultants Conference

Member Satisfaction Survey
If you were one of the over 260 AIA Wisconsin members who responded to a 12-question electronic “Member Satisfaction Survey” in late July and early August . . . thank you for your valuable feedback! The survey results were compiled for discussion at last month's AIA Wisconsin long-range planning session. A summary report is being developed. Over 75% of the members indicated that professional development and continuing education were “important” or “very important” reasons for maintaining their membership. When asked to rate programs, members indicated they were most interested in architectural design, building tours, sustainable design, business and practice issues, and building codes. Over 80% of the members said they preferred receiving program announcements via email. Please watch your inbox for an upcoming survey to identify Convention speaker and topic preferences . . . your feedback will contribute to the good of the cause.

2007 AIA Wisconsin Leadership Team
At its meeting in August, the AIA Wisconsin Board of Directors approved the appointment of Wm. Lee Connellee, AIA, Appleton, as 2007 Vice President/President-Elect and Josh Johnson, AIA, Middleton, as 2007 Secretary/Treasurer. Connellee and Johnson will join 2007 President Martin Sell, AIA, Juneau, and Immediate Past President Colin Klos, AIA, La Crosse, on the 2007 Executive Committee for AIA Wisconsin.

Regional Associate Director

Curt Hoffmann, Assoc. AIA, Milwaukee , has been appointed by the AIA Wisconsin Board of Directors as the next Regional Associate Director (RAD) on the AIA National Associates Committee. Hoffmann is a project professional with Graef Anhalt Schloemer & Associates. As the RAD for the North Central Region, he will represent approximately 700 Associate AIA members in Wisconsin, Minnesota, South Dakota and North Dakota. His appointment begins in October at NAC Annual Meeting in Washington, DC.

LegaLine
AIA Wisconsin has an agreement with Charles Heuer, FAIA, Esq., and LegaLine. This unique service offered through the AIA Trust allows members a one-time opportunity to talk with an attorney for “free” about issues related to contracts, intellectual property law and other practice issues. One AIA Wisconsin member who recently took advantage of the LegaLine service reported that he “found it to be a tremendous help!” Contact the AIA Wisconsin office for more information.

2007 Membership Dues
For 2007, national dues will be $280 for AIA Architect members and $99 for Associate AIA members. The AIA Wisconsin Board of Directors has approved the following state membership dues for 2007: AIA Architect – Firm Principal $275, AIA Architect – Employee $200, Associate AIA $72 ($54 for first three years of membership), Professional Affiliate $250, and Student Affiliate $15. The four local AIA Chapters in Wisconsin do not have any membership dues.

Fall Workshop
As they say, change is now. This year's AIA Wisconsin Fall Workshop program will focus on “Integrated Practice.” You'll want to reserve Friday, October 20, for this full-day workshop at the Grand Geneva Resort in Lake Geneva. Statute of Repose & Supreme Court
Here's some good news! Wisconsin's statute of repose for improvements to real property, section 893.89 of the Wisconsin Statutes, protects architects from the long-tail of liability associated with the design and construction of building projects. AIA Wisconsin worked with a coalition of design and construction industry organizations to get the current ten-year statute of repose enacted in 1994. It provides the most basic and fundamental liability protection for architects by barring legal action after ten years from the date of substantial completion. The statute of repose has survived several court challenges over the years; but it was challenged once again in Mair v. Trollhaugen Ski Resort , a case that was appealed to the Wisconsin Supreme Court. Earlier this year, AIA Wisconsin joined the Wisconsin Builders Association, Associated Builders and Contractors of Wisconsin, Associated General Contractors of Wisconsin and the American Council of Engineering Companies of Wisconsin to have Whyte Hirschboeck Dudek file a “friend of the court” brief and appear before the Supreme Court in support of the statute of repose. In an opinion filed on June 6, the Wisconsin Supreme Court concluded unanimously that ten years after a building is substantially completed the state's statute of repose for the design and construction industry bars “safe place” claims resulting from injuries caused by structural defects. According to our attorney, the unambiguous opinion also sends a message to the plaintiffs' bar that further challenges to the constitutionality of the statute of repose will probably fall on deaf ears.

Sustainability | Energy Efficiency Leadership Award
July 7 is the application deadline for the 2006 Wisconsin Sustainability | Energy Efficiency (SE²) Leadership Award program. Entry materials are due by 8/18/06. AIA Wisconsin is partnering with other organizations to support this award that recognizes leadership in energy efficient and sustainable design, construction and operation of Wisconsin commercial and larger multifamily buildings and related systems. Regional Associate Director

ARE Timing
Representatives at the recent National Council of Architectural Registration Boards (NCARB) annual meeting approved a resolution to allow candidates to take portions of the Architect Registration Examination (ARE) concurrently with the Intern Development Program (IDP). This change will bring NCARB recommended guidelines closer to the AIA's position statement on ARE timing. Walter Wilson, AIA, Milwaukee, chair of the Architects Section of Wisconsin's Joint Examining Board, voted in support of the resolution. In Wisconsin , candidates currently may apply to begin taking the ARE by documenting that they have completed all but the final year of the state's education and experience requirements for licensure as an architect.

Intern Title
According to state administrative rule A-E 3.03(5), which became effective on June 1, 2003, individuals acquiring supervised experience in architectural work to become licensed as an architect in Wisconsin may use the title "architectural intern." Firms and interns are encouraged to make sure that titles used on business cards and in other marketing materials comply with state statutes and related administrative rules. Only registered architects may use the title "architect." Titles for interns other than "architectural intern" that include "architect" or "architectural," such as "intern architect," "architectural designer" or "architectural technician," are prohibited by state law.

Bylaws
At its meeting this month in La Crosse, the AIA Wisconsin Board of Directors unanimously approved a recommendation to revise the format of state bylaws to make them consistent with model AIA bylaws. The format adjustments were recommended by the Bylaws Task Force of Patricia Frost, AIA, Whitefish Bay, and Cherie Claussen, AIA, Wauwatosa . The new and improved state bylaws were adopted subject to review and approval by the Institute Secretary. Please contact the AIA Wisconsin to request a copy of the new bylaws.

Two Wisconsin buildings have received Leadership in Energy and Environmental Design (LEED) certification under the United States Green Building Council (USGBC) standards. The Wisconsin Department of Natural Resources NE Headquarters in Howard, designed by BSA, Inc., received a LEED-NC Gold certification. This is the first state-owned building to be certified under the LEED program. In addition, HGA, Inc., has been awarded the new Leadership in Energy and Environmental Design – Commercial Interiors (LEED-CI) Silver certification for its newly renovated office in Milwaukee .

2006 Design Awards
Last week at Monona Terrace, the architects, owners and contractors involved in nine building projects selected to receive 2006 AIA Wisconsin Design Awards were recognized for excellence in architectural design. The award winners reflect a diverse mix of projects. The common thread is that they were all designed by AIA Architect members of AIA Wisconsin. Distinguished Service
At last week's Annual Meeting, AIA Wisconsin President Colin Klos, AIA, La Crosse, presented a Citation for Distinguished Service to five individuals in recognition of their significant contributions to the profession of architecture. WAF Annual Meeting
The Wisconsin Architects Foundation (WAF) held its Annual Meeting in conjunction with the AIA Wisconsin Convention. WAF President James Shields, AIA, Milwaukee, presented a report on successful WAF scholarship and grant programs, encouraged architects and allied professionals to contribute generously, announced the election of William Doyle, AIA, Green Bay, Grace La, Milwaukee, and Allyson Nemec, AIA, Milwaukee, to the WAF Board of Directors, accepted a $1,000 contribution from County Materials Corporation and recognized WAF scholarship recipients attending UWM SARUP. Since 1954, the WAF has been building a better Wisconsin through architectural education and public awareness.

AIA150 Blueprint for America Grants
AIA Southeast Wisconsin and AIA Southwest Wisconsin have both been awarded supplement grants from the AIA to help launch community service programs that will help create a new vision for the troubled Allied Drive neighborhood in Madison and weave affordable housing into selected neighborhoods in Milwaukee, Racine and Waukesha. The grant program is part of a nationwide community service program of the AIA titled “Blueprint for America: A Gift to the Nation.” It is part of AIA150, a year long observance in 2007 that will mark the 150 th anniversary of the founding of the AIA. The Blueprint projects in Wisconsin represent a great opportunity to demonstrate the power of design to create more livable communities. The Southeast and Southwest Chapters are two of about 60 AIA components around the country to receive these initial AIA150 Blueprint for America grants. A second round of grants is planned for this fall.

Allied Drive Charrette
The City of Madison has purchased a seven-acre site, which includes nine apartment buildings, in an area of the city rift with problems. Police are called to the area enough to account for about 30% of all the city's requests for assistance! It has been reported that AIA Southwest Wisconsin members would be coordinating a design charrette in the neighborhood on July 6-9. However, to allow more time for organized neighborhood involvement, the City Planning Director has postponed the event. Anyone interested in participating in the charrette is welcome. More than two dozen architects and associates have committed so far, as well as many other design professionals and local officials. The experience of collaborating with other architects on a common design problem that transcends all social walks of life will be a very unique opportunity. The assistance provided to the city and to an area in great need will exhibit the AIA150 spirit for many years to come. Members will be alerted once the new date for the charrette has been established. The NWTC Trash to Treasure competition was juried by Gregory A. Douglas, AIA, De Pere, Amy L. Kox, AIA, De Pere, Cindy S. Siegel, Assoc. AIA, Kaukauna, and Wm. Lee Connellee Jr., AIA, Appleton. Competition was stiff and judging a challenge.  A mathematical scoring method evaluated creativity, use/reuse of materials and overall appearance. First place went to a mosaic glass-topped, wood-faced bar with inset operating fresh-water aquarium. Second place went to a checkered tiled table with round bar stools. The base of the table and stools were constructed of welded auto wheel rims. Third place was a coffee table made from a half-glazed door with wire glass with lower suspended wood shelf. Congratulations to the winners!

Gantt Lecture
North Carolina architect and community leader Harvey Gantt, FAIA, is presenting a public lecture from 7:00 – 8:30 p.m. on Thursday, April 20, in Engelmann Hall on the UW-Milwaukee campus. A reception will follow his lecture, which will address the important role of architects in shaping the urban environment. Gantt is a founding principal of Gantt Huberman Architects and a former Mayor of Charlotte. He also took on Jesse Helms in two campaigns for the U.S. Senate and chaired the National Capital Planning Commission. Gantt is a strong advocate for livable, secure and sustainable communities. Licensing Roundtable
The AIA Wisconsin Board of Directors held its April meeting last week at the UWM School of Architecture & Urban Planning. Over the lunch hour, AIA Wisconsin President Colin Klos, AIA, La Crosse, moderated a lively and informative roundtable panel discussion on licensing issues that addressed the path from school, through internship to the Architect Registration Exam (ARE). Panelists included: Louis Wasserman, AIA, Shorewood; Russ LaFrombois, AIA, Whitefish Bay ; Robert Greenstreet, Int'l Assoc. AIA, Milwaukee ; Dan Sisel, AIA, Milwaukee; and Jim Otto, AIA, Hubertus. The roundtable started an important dialogue on how best to inform students and interns about the process for becoming licensed as an architect and to encourage these individuals to pursue this career path.

Emerging Professionals Workshop
The free “Emerging Professionals Workshop” scheduled for 5:00 – 6:00 p.m. on Wednesday, May 10, in conjunction with the 2006 AIA Wisconsin Convention & Expo at Monona Terrace will continue the dialogue on licensing and the future of the profession. State IDP Coordinator LaFrombois will review the national AIA intern-friendly firm initiative. AIA150 Wisconsin
AIA Southeast Wisconsin and AIA Southwest Wisconsin leaders have submitted grant requests for two exciting AIA150 “Blueprint for America” initiatives. These AIA grants are intended to support component efforts to collaborate on initiatives that address a community's needs and produce a shared vision for a more livable future. John Holz, AIA, AIA Southeast Wisconsin Vice President, requested support for an initiative to provide affordable, sustainable and accessible modular infill housing for neighborhoods in Milwaukee , Racine and Waukesha. The housing will be designed as part of a graduate studio project at UWM SARUP. In the Madison area, AIA Southwest Wisconsin Vice President Kelly Thompson-Frater, AIA, requested a grant to document the design charrette process that will be used to develop a vision for improving the Allied Drive area. Southwest Chapter members are working with City of Madison officials and meeting with neighborhood stakeholders Thursday evenings to prepare for the charrette in July.

Green State Buildings
Governor Doyle has signed an executive order for the creation of high performance green building standards and energy conservation for state facilities. The order, signed earlier this week, is part of the Governor's “Conserve Wisconsin” agenda. Over the past several months, AIA Wisconsin members and other design and construction industry professionals have been reviewing and offering input on draft sustainable design guidelines being developed by the Division of State Facilities for the design, construction and operation of state and university buildings.

Practice & Title Protection
Wisconsin Statutes prohibit a person who is not licensed as an architect from not only practicing or offering to practice architecture, but also from using any title or description tending to convey the impression to the public that they are an architect. Section 443.02(3) states that: “No person may . . . use in connection with the person's name or otherwise assume, use or advertise any title or description tending to convey the impression that he or she is an architect . . . unless the person has been duly registered . . . “

A Bit of History
According to the minutes of the AIA Board meeting on September 16, 1891, the Wisconsin Chapter of The American Institute of Architects was first established in that year. However, there apparently were problems within the Chapter. The Wisconsin Chapter's report in the 1894 AIA convention proceedings reads as follows:

“Number of members, four, but an effort is now on foot to increase its membership. New rooms have been procured and are being furnished and an effort is now in process to increase its membership and especially to attract the younger men. With this new life it is hoped that the petty jealousies and want of harmony lately existing will disappear and next year we are promised a good report from Wisconsin .”

However, according to AIA archivist Nancy Hadley, there is no report from Wisconsin for 1895 or the following years . . . until 1911. At that time, the report on the AIA convention proceedings notes that Wisconsin was one of “two new chapters” organized that year. As a result, the founding date of the Wisconsin Chapter of the American Institute of Architects consistently has been listed as 1911.

Pettigrew ARE Scholarship

AIAS Forum
The UW-Milwaukee Chapter of the American Institute of Architecture Students (AIAS) has been selected to host “Forum 2007” in Milwaukee on December 28, 2007, through January 1, 2008. The four-day conference educates students about the current state of architecture, inspires ideas for the future and provides real-world knowledge that will better prepare students for tomorrow's most pressing needs. Grassroots Connections
Many years ago, a legislative “minuteperson” program was established to connect architects with their state legislators. It was designed as a “grassroots” approach for educating elected officials about the issues of interest and concern to the state's architecture profession. In checking our membership records, there are AIA Wisconsin members living in all 33 State Senate districts and all but three of the 99 State Assembly districts. This represents a potential for developing positive legislative grassroots connections across Wisconsin. To strengthen relationships, why not invite your State Senator and State Representative to visit your office or to participate in an upcoming ground breaking or building opening event?

High School Design Competition
For over 20 years, AIA Southwest Wisconsin has sponsored a design competition for high school students in the Madison area. The purpose of the annual program is to stimulate an interest in the profession of architecture as a career, acquaint students with the role of architecture in society and foster creative thinking. This year's competition involves the design of an early childhood learning center. Each year, the Chapter depends on volunteers to serve as architectural advisors and members of the jury. Firm Award
The Kubala Washatko Architects in Cedarburg has been selected to receive the 2006 AIA Wisconsin Architecture Firm Award. This is the highest honor that AIA Wisconsin can bestow on a member-owned firm. The award recognizes outstanding achievements in the advancement of the architectural profession. The Architecture Firm Award will be formally presented during the Awards Luncheon on May 10 at the AIA Wisconsin Convention & Expo at Monona Terrace. AIA President Kate Schwennsen, FAIA, is the featured luncheon speaker.

Annual Meetings
The Annual Meetings of AIA Wisconsin and the Wisconsin Architects Foundation are scheduled for 8:00 – 9:30 a.m. on Wednesday, May 10, in conjunction with the 2006 AIA Wisconsin Convention & Expo in Madison. In addition to updates on WAF programs and local, state and national AIA affairs, there will be reports by AIA150 “champions” on initiatives being planned around Wisconsin. You also may have an opportunity to vote on proposed updates and amendments to AIA Wisconsin bylaws!

WAF Scholarships & Grants
Last month, the Wisconsin Architects Foundation provided $14,320 in scholarships and grants for students attending the School of Architecture & Urban Planning at the University of Wisconsin-Milwaukee. These WAF funds will be used for general tuition scholarships, the Elmer Johnson Memorial Scholarship, the Richard Hunzinger Memorial Scholarship, the AIA Southwest Wisconsin Scholarship and the Milwaukee Chapter CSI Scholarship. In addition, the WAF recently learned that it will be awarded a $2,000 matching grant from the American Architectural Foundation for the “Architecture Summer Camp” run by UWM SARUP for high school students from across the state plus a $4,000 matching grant from the AIA to boost tuition scholarships for four graduate students at UWM SARUP from $1,500 to $2,500 each.

State Building Program
At its meeting in Madison earlier this month, the AIA Wisconsin Board of Directors received a report on state building program issues and initiatives from Rob Cramer, secretary of the State Building Commission and administrator of the Division of State Facilities. Reviewing the $1 billion building program for the current biennium, he noted that two-thirds is being invested in major new projects and one-third is for repair and maintenance. With two-thirds of state and university facilities over 30 years old, Cramer commented that the state spends only about 50% of what it should on repair and maintenance when compared to industry norms. Cramer also reviewed DSF initiatives to increase accountability for project budgets, schedule and quality, to use technology for improving the state building process and to develop energy standards and sustainability design guidelines to preserve state resources.

State Design & Construction Awards
At the State Building Commission meeting this month, Governor Doyle recognized several architectural firms for their professionalism and hard work in improving the quality of state facilities. Potter Lawson, Inc., Madison, received the “Excellence in Sustainable Design & Construction Award” for its work on U.S. Property and Fiscal Office at Camp Douglas. Uihlein-Wilson Architects, Milwaukee , received the “Excellence in Architectural Design Award” for the Taylor Hall renovation project at UW-Oshkosh. In addition, Berners-Schober Associates, Inc., Green Bay, was recognized as part of the Camp Randall renovation team that received a “Special Recognition Award.” Congratulations!

AIA Wisconsin is interested in determining whether members are finding these arbitrary dollar limits problematic for particular types of projects (e.g. rehabilitation projects involving major façade work, underground parking, commercial/retail mix, etc.). Depending on your feedback and suggestions, AIA Wisconsin may ask WHEDA to consider changes as it reviews and updates its Qualified Allocation Plan (QAP). Please send your comments and recommendations to the AIA Wisconsin office.

Credit for Artwork
Do you ever wonder why the architect and artist often are not given credit when a drawing of a building is published in the local newspaper? It could be because nobody has brought the issue up with the editor. Michael Kadow, AIA, Green Bay, contacted the Green Bay Press-Gazette about its policy of not giving credit where credit is due, mentioning that journalists should be sensitive about the use of copyrighted material. He was successful in getting the newspaper to review and revise its policy. The news editor replied: “I had a short conversation with our managing editor . . . and neither of us could think of a reason not to change our policy. In the future, we will give credit for the works that appear in the paper.” Sometimes, it pays to ask.

America Likes Architects
According to a new nationwide poll conducted by the AIA, 83% of voters have a favorable impression of architects. Of the 13 occupational groups included in the survey, architects had the lowest negative rating (4%) and ranked in the top popularity tier, following grade school teachers (93%), medical doctors (92%), police officers (90%) and accountants (86%). The poll revealed strong support for qualifications-based selection (QBS), with 80% of voters believing that architects and engineers should be selected based on qualifications, rather than low bid, for public building projects.

Capitol Hill Visits
AIA Wisconsin leaders from all four corners of the state will be heading to Capitol Hill in Washington, DC, on February 9 for meetings with members of Wisconsin 's congressional delegation. Government “Advocacy Day” is part of the AIA Grassroots Leadership & Legislative Conference for state and local AIA component leaders from around the country. Issues that will be discussed include federal legislation to allow association health insurance plans for small business and to provide enhanced tax incentives for community revitalization, historic preservation, affordable housing and sustainable energy-efficient buildings. Statute of Repose & Supreme Court
Wisconsin 's statute of repose for improvements to real property, section 893.89 of the Wisconsin Statutes , protects architects from long-tail of liability associated with the design and construction of building projects. AIA Wisconsin worked with a coalition of design and construction industry organizations to get the current ten-year statute of repose enacted in 1994. It provides the most basic and fundamental liability protection by barring legal action after ten years from the date of substantial completion. The statute of repose has survived several court challenges over the years; but it is being challenged once again in Mair v. Trollhaugen Ski Resort , a case that has been appealed to the Wisconsin Supreme Court. AIA Wisconsin has joined the Wisconsin Builders Association, Associated Builders and Contractors of Wisconsin, Associated General Contractors of Wisconsin and the American Council of Engineering Companies of Wisconsin to have Whyte Hirschboeck Dudek file a “friend of the court” brief on our behalf. The brief will outline how the statute of repose barring legal action ten years following substantial completion of a building project trumps Wisconsin 's safe-place statute for public buildings.

Economic Loss Doctrine – Amicus Brief
In another important case, 1325 North Van Buren, LLC v. T-3 Group, Ltd. , the Wisconsin Supreme Court is reviewing how the “economic loss doctrine” may apply to professional services provided in conjunction with a construction project where a sophisticated contractual relationship exists. The case involves a construction manager who used an AIA contract document, but it has broad implications for Wisconsin's design and construction industry. AIA Wisconsin has joined ACEC of Wisconsin to have Siesennop & Sullivan file an amicus brief on our behalf. This “friend of the court” brief will argue that owners, architects, engineers and contractors who enter into sophisticated contracts, such as AIA contracts, should not have to risk exposure to lawsuits brought under tort law for only economic losses, i.e. unrelated to any bodily injury or other property damage. Contract law should apply to such legal situations.

Abby Vogen, Oconomowoc, has been appointed as a Professional Affiliate Representative on the AIA Wisconsin Board of Directors. Her two-year term runs through 2007. Vogen is a senior project manager with the Energy Center of Wisconsin, where she leads the organization's commercial daylighting and high performance building design and operation programs. She manages the ECW's non-residential and new construction efficiency efforts, speaking nationally on daylighting design and sustainable building practices.

Golden Award
A. James Gersich, AIA, Fitchburg , has been selected by the AIA Wisconsin Board of Directors to receive the 2006 Golden Award. The award will be presented at a special awards luncheon on May 10 at the AIA Wisconsin Convention & Expo in Madison. The Golden Award is the highest honor that AIA Wisconsin can bestow upon a member architect. It is awarded in recognition of distinguished leadership and service to AIA Wisconsin and the profession over an extended period of time.

AIA Photo Competition
AIA St. Louis is coordinating the 2006 AIA Photography Competition. The top 15 entries will be exhibited at the 2006 AIA National Convention in Los Angeles. Golden Award
A. James Gersich, AIA, Fitchburg , has been selected by the AIA Wisconsin Board of Directors to receive the 2006 Golden Award. The award will be presented at a special awards luncheon on May 10 at the AIA Wisconsin Convention & Expo in Madison . The Golden Award is the highest honor that AIA Wisconsin can bestow upon a member architect. It is awarded in recognition of distinguished leadership and service to AIA Wisconsin and the profession over an extended period of time.

Design Awards
The Design Awards Committee invites your participation in the 2006 AIA Wisconsin Design Awards program. The deadline for entering your projects is January 20 . Entry binders are due by no later than February 15 . The 2006 Design Awards will be announced and presented at a special awards celebration on May 10 at Monona Terrace in Madison . AIA150: Blueprint for America
The AIA is having a birthday, and to celebrate, it is giving the nation a present. Titled “Blueprint for America ,” this present will be offered in many forms and in many communities when the AIA turns 150 in April 2007. The “Blueprint for America ” is an initiative in which AIA members engage mayors, local government officials and fellow citizens to collaborate on a community service program that addresses a community's distinct needs with the goal of producing a shared vision for a more livable future.

Still in the early stages of planning, the AIA Southeast Wisconsin initiative will bring exquisitely designed, extremely affordable, sustainable and accessible manufactured infill housing to three neighborhoods in Milwaukee , Racine and Waukesha . The new housing will include an AIA storefront office that also serves as a community room.  This will be the place for design and construction meetings for future housing in the neighborhoods, other pro bono architectural services, plus workshops and functions to benefit the community.  It will be a co-op of sorts, staffed by the homeowner. 

The Southeast Chapter is collaborating with UWM SARUP to offer a graduate studio in the Fall 2006 semester to develop the prototype design and construction drawings.  Simultaneously, a housing manufacturing company will be identified to construct the designs. The plan is to place the dwellings on their prepared sites and welcome their new owners during the national celebration of Architecture Week, April 15 – 21, 2007 .  AIA Wisconsin members, other design and construction professionals, community stakeholders and local government leaders are invited to help realize this exciting initiative. Existing Building Code
Following an extensive review of alternatives over the past year, the Alteration and Change of Occupancy Code Council has recommended that the Wisconsin Department of Commerce adopt the 2006 Edition of the International Existing Building Code . This “smart code” applies requirements in proportion to project scope and provides for alternative compliance evaluation. The recommended code would encompass all existing buildings, including historic structures. The current Comm 70 would be repealed. Following public hearings next spring and a review period, a final draft of the proposed rule package is expected to be sent to the Legislature in August 2006, with the new code provisions in place by the first quarter of 2007 . DSF – No Gifts, Please
The AIA/DSF Liaison Committee, chaired by Mark Kraft, AIA, Madison, meets quarterly with representatives of the Division of State Facilities (DSF) and the American Council of Engineering Companies (ACEC) of Wisconsin to discuss issues related to the state building program. At this week's “partnering” meeting, after discussing the status of proposed administrative rules for the selection of architects and engineers, AEC process improvement initiatives, fee guidelines, technology working group, waiver recommendations, draft sustainable facilities guidelines and other important issues, the DSF staff made a point to remind AIA and ACEC members not to send gifts or anything else of value (e.g. calendars, food, etc.) to state employees.

AIA Mississippi Assessment Teams
AIA Mississippi has organized teams of architects, interns and architecture students to volunteer their services to perform building assessments in the communities that were hardest hit by Hurricane Katrina. So far, over 2,000 requests for assessments have been received – and over 500 assessments have been completed.  Now, AIA Mississippi is requesting volunteers to help complete the remaining assessments. Milwaukee Lobbying Ordinance
Good news! In late October, the Milwaukee Common Council and Mayor Barrett approved amendments to the city's lobbying ordinance that provide an exception for architects and other design professionals. (A similar exemption for design professionals was added to the Madison lobbying ordinance in September.) The Milwaukee lobbying ordinance, which became effective July 1, now includes an exception for design professionals acting on behalf of a client while performing a duty or service within the definition of the practice of their profession. However, it does not exempt design professionals when the performance of the service directly impacts, affects or seeks to influence administrative or legislative action in which the design professional has a direct or indirect financial interest other than receipt of professional fees and reimbursement for actual expenses. Another amendment to the definition of “lobbying” exempts appearances before a city board, commission or committee.

Architect & Engineer Selection – State Projects
A public hearing has been scheduled for November 15 in Madison on proposed amendments to state administrative rules, Adm 20, that govern the selection of architects and engineers for state and university building projects. The AIA/DSF Liaison Committee has been working with representatives of the Division of State Facilities (DSF) and the American Council of Engineering Companies (ACEC) of Wisconsin on the proposed amendments for about three years. The amendments would increase various dollar thresholds that have not been adjusted since the late 1970s, while maintaining the qualifications-based selection (QBS) process. AIA Wisconsin supports the proposed administrative rule package. For more information, please contact AIA Wisconsin .

SE ² Leadership Awards
The second annual Sustainability & Energy Efficiency (SE ² ) Leadership Awards were presented at a special awards luncheon in Oconomowoc last month. “Awards for Excellence” were presented to the Zimmerman Design Group for the Johnson Controls Brengel Technology Center in Milwaukee and to HGA Architects & Engineers for the Karen Peck Katz Conservation Education Center in Milwaukee . Engberg Anderson Design Partnership received an “Award of Merit” for Alterra at the Lake in Milwaukee . The Zimmerman Design Group received a “Special Citation” for the General Mitchell International Airport Intermodal Transit Center and for the Waukesha County Communications Center . The SE ² Leadership Awards program was created by AIA Wisconsin, Energy Center of Wisconsin, ASHRAE – Wisconsin Section, Illuminating Engineering Society – Milwaukee Section, Wisconsin Green Building Alliance, IFMA – Wisconsin Section, and Focus on Energy. The program recognizes leadership in energy efficient and sustainable design, construction and operation of Wisconsin commercial and other non-residential buildings. Election & Appointments
Congratulations to Thomas Hirsch, AIA, Madison; Henry Kosarzycki, AIA, Greendale ; and Len Witke, AIA, Columbus ! They have been elected as a Director-At-Large on the AIA Wisconsin Board of Directors, with two-year terms starting in January. At its meeting last week in Fond du Lac, the Board of Directors approved the following appointments: Duane Stegall, Assoc. AIA, Fitchburg, Associate Representative; Matt Hanson, Milwaukee, UWM Student Representative; and Ross Slocum, Milwaukee, At-Large Student Representative. Hanson and Slocum are the AIAS Presidents at UWM and MSOE, respectively.

Fall Workshop
Over 140 architects and allied professionals gathered in Fond du Lac last week for the 2005 Fall Workshop on “Designer-Led Design-Build.” The speakers – Martin Sell, AIA, Dorwin Thomas, AIA, Christopher Martersteck, AIA, and Craig Unger, DBIA – received very high marks. One member noted that the workshop provided “a clear, concise uncovering of the challenges in design-build, with real-life stories and examples to support the presentation material.” C.D. Smith Construction, based in Fond du Lac , stepped forward to sponsor the “networking lunch.” Thank you!

Long-Range Planning Report
For 20 years, AIA Wisconsin leaders have gathered in an old log lodge on Mirror Lake to participate in a long-range planning session. This year, 26 members participated in the two-day retreat chaired by AIA Wisconsin Vice President/President-Elect Colin Klos, AIA, La Crosse . Topics for discussion included licensing issues such as mandatory continuing education and an accredited degree, trends in project delivery, encouraging members to pursue Fellowship, community service and volunteerism, and how to celebrate the AIA's 150 th birthday in 2007. DSF Consultants Conference
The American Council of Engineering Companies (ACEC) of Wisconsin is holding its 14 th annual DSF Consultants Conference, “Technology Increasing Tomorrow's Productivity,” on October 25 at the Alliant Energy Center in Madison . Architecture Firm Award

You are invited to participate in the AIA Wisconsin Architecture Firm Award program by submitting a nomination or encouraging others to do so. The next Architecture Firm Award is scheduled to be announced at the 2006 AIA Wisconsin Convention. Nominations for this award are due by November 1, 2005 . Golden Award
The deadline for AIA Wisconsin Golden Award nominations also is November 1 . The Golden Award is the highest honor that AIA Wisconsin can bestow upon a member architect. AIA150 Committee
The American Institute of Architects will be celebrating its 150th Anniversary in 2007. Planning is underway for a sesquicentennial initiative to encourage AIA members to collaborate with local elected officials, community leaders, planning departments, allied organizations and citizens to improve their communities. AIA Wisconsin has established an AIA150 Committee made up of state and local AIA leaders who will be serving as Presidents in 2007, including Marty Sell, AIA, Juneau, John Holz, AIA, Whitefish Bay, Kelly Thompson-Frater, AIA, Madison, Virge Temme, AIA, Sturgeon Bay, and Rod Cox, AIA, Wausau. These members held a kickoff meeting last week and will be participating in a national AIA150 training session in early November. Coincidentally, the director of Madison 's Department of Planning and Development has asked AIA Southwest Wisconsin to help coordinate a revitalization strategy for the Allied Drive neighborhood . Please start thinking about ideas for activities you'd like to help coordinate in your community.

Architects in Schools
Coordinated by Junior Achievement of Wisconsin, professionals work with area educators to educate and inspire young people. Throughout JA's sequential and integrated kindergarten through grade 12 programs, students use information, apply basic skills, think critically and solve complex problems. Through age-appropriate curricula, Junior Achievement programs begin at the elementary school level, teaching children how they can impact the world around them as individuals, workers and consumers.  For example, there are curricula that address “Our Community” and “Our City.” JA is looking for volunteers. Your commitment could vary from a single school day to a weekly visit of one hour each for five to 10 weeks. It all depends on the grade level of the program you choose.
