AIA150: Blueprint for America
The AIA is having a birthday, and to celebrate, it is giving the nation a present. Titled “Blueprint for America ,” this present will be offered in many forms and in many communities when the AIA turns 150 in April 2007. The “Blueprint for America ” is an initiative in which AIA members engage mayors, local government officials and fellow citizens to collaborate on a community service program that addresses a community's distinct needs with the goal of producing a shared vision for a more livable future.

Still in the early stages of planning, the AIA Southeast Wisconsin initiative will bring exquisitely designed, extremely affordable, sustainable and accessible manufactured infill housing to three neighborhoods in Milwaukee , Racine and Waukesha . The new housing will include an AIA storefront office that also serves as a community room.  This will be the place for design and construction meetings for future housing in the neighborhoods, other pro bono architectural services, plus workshops and functions to benefit the community.  It will be a co-op of sorts, staffed by the homeowner.

The Southeast Chapter is collaborating with UWM SARUP to offer a graduate studio in the Fall 2006 semester to develop the prototype design and construction drawings.  Simultaneously, a housing manufacturing company will be identified to construct the designs. The plan is to place the dwellings on their prepared sites and welcome their new owners during the national celebration of Architecture Week, April 15 – 21, 2007 .  AIA Wisconsin members, other design and construction professionals, community stakeholders and local government leaders are invited to help realize this exciting initiative. If you would like to volunteer your time or services, contact John Holz, AIA, the AIA150 “Champion” for AIA Southeast Wisconsin at 414-410-2813. Also visit www.aia150.org for more information.

Existing Building Code
Following an extensive review of alternatives over the past year, the Alteration and Change of Occupancy Code Council has recommended that the Wisconsin Department of Commerce adopt the 2006 Edition of the International Existing Building Code . This “smart code” applies requirements in proportion to project scope and provides for alternative compliance evaluation. The recommended code would encompass all existing buildings, including historic structures. The current Comm 70 would be repealed. Following public hearings next spring and a review period, a final draft of the proposed rule package is expected to be sent to the Legislature in August 2006, with the new code provisions in place by the first quarter of 2007 . Charles Quagliana, AIA , Madison, is the AIA Wisconsin representative on this code council. Please contact him at (608) 294-0206 with any questions or concerns about this code recommendation.

At this week's “partnering” meeting, after discussing the status of proposed administrative rules for the selection of architects and engineers, AEC process improvement initiatives, fee guidelines, technology working group, waiver recommendations, draft sustainable facilities guidelines and other important issues, the DSF staff made a point to remind AIA and ACEC members not to send gifts or anything else of value (e.g. calendars, food, etc.) to state employees.

Milwaukee Lobbying Ordinance
Good news! In late October, the Milwaukee Common Council and Mayor Barrett approved amendments to the city's lobbying ordinance that provide an exception for architects and other design professionals. (A similar exemption for design professionals was added to the Madison lobbying ordinance in September.) The Milwaukee lobbying ordinance, which became effective July 1, now includes an exception for design professionals acting on behalf of a client while performing a duty or service within the definition of the practice of their profession. However, it does not exempt design professionals when the performance of the service directly impacts, affects or seeks to influence administrative or legislative action in which the design professional has a direct or indirect financial interest other than receipt of professional fees and reimbursement for actual expenses. Another amendment to the definition of “lobbying” exempts appearances before a city board, commission or committee.

Architect & Engineer Selection – State Projects
A public hearing has been scheduled for November 15 in Madison on proposed amendments to state administrative rules, Adm 20, that govern the selection of architects and engineers for state and university building projects. The AIA/DSF Liaison Committee has been working with representatives of the Division of State Facilities (DSF) and the American Council of Engineering Companies (ACEC) of Wisconsin on the proposed amendments for about three years. The amendments would increase various dollar thresholds that have not been adjusted since the late 1970s, while maintaining the qualifications-based selection (QBS) process. AIA Wisconsin supports the proposed administrative rule package. For more information, please contact AIA Wisconsin .

SE ² Leadership Awards
The second annual Sustainability & Energy Efficiency (SE ² ) Leadership Awards were presented at a special awards luncheon in Oconomowoc last month. “Awards for Excellence” were presented to the Zimmerman Design Group for the Johnson Controls Brengel Technology Center in Milwaukee and to HGA Architects & Engineers for the Karen Peck Katz Conservation Education Center in Milwaukee . Engberg Anderson Design Partnership received an “Award of Merit” for Alterra at the Lake in Milwaukee . The Zimmerman Design Group received a “Special Citation” for the General Mitchell International Airport Intermodal Transit Center and for the Waukesha County Communications Center . The SE ² Leadership Awards program was created by AIA Wisconsin, Energy Center of Wisconsin, ASHRAE – Wisconsin Section, Illuminating Engineering Society – Milwaukee Section, Wisconsin Green Building Alliance, IFMA – Wisconsin Section, and Focus on Energy. The program recognizes leadership in energy efficient and sustainable design, construction and operation of Wisconsin commercial and other non-residential buildings. The Last Word

Architects in Schools
Coordinated by Junior Achievement of Wisconsin, professionals work with area educators to educate and inspire young people. Throughout JA's sequential and integrated kindergarten through grade 12 programs, students use information, apply basic skills, think critically and solve complex problems. Through age-appropriate curricula, Junior Achievement programs begin at the elementary school level, teaching children how they can impact the world around them as individuals, workers and consumers.  For example, there are curricula that address “Our Community” and “Our City.” JA is looking for volunteers. Your commitment could vary from a single school day to a weekly visit of one hour each for five to 10 weeks. It all depends on the grade level of the program you choose. You can choose your classroom based on a number of factors. For more information, contact Tami Satre, Junior Achievement of Wisconsin, Inc., at 715 - 552 - 1904 or ja-tami@charterinternet.com .

Madison Lobbying Ordinance
Earlier this week, the Madison Common Council voted 15-4 to approve a package of amendments to the City's lobbying ordinance. The good news is that the revised ordinance includes a new exemption for a list of design professionals, including architects, professional engineers, landscape architects, land surveyors and others, who talk with city officials or appear at hearings on behalf of clients to provide information within the scope of the profession for which they are licensed. The new exemption language should help clarify how the lobbying ordinance may apply to architects. Architects who are advocating for a project and/or attempting to influence legislative or administrative actions, rather than only providing information, may still be required to register as a lobbyist. AIA Wisconsin testified in support of repealing the entire lobbying ordinance. The next step is to encourage the City of Milwaukee to add a similar “design professionals” exemption to its new lobbying ordinance.

”The critical thing for all of our . . . firms is going to be cash flow – we need work to sustain our staffs – all of our current projects locally will be in suspension for months, and all of our accounts receivable won't start to pay again for several months, until a city and its basic resources can be restored . . . Madison Lobbying Ordinance
On August 8, the Common Council Organizational Committee (CCOC) held a special meeting on the City of Madison lobbying ordinance. In testimony submitted on behalf of members, AIA Wisconsin encouraged the committee to recommend that the ordinance be repealed. AIA Wisconsin commented that: the ordinance is so complex and confusing that it is impossible to fully understand and comply with its requirements; rather than encouraging greater openness in city affairs, it works to intimidate citizens and discourage involvement, participation and debate; and the enforcement of the ordinance will be uneven and arbitrary, at best, and could become selective and targeted. Please contact AIA Wisconsin to request a copy of the lobbying ordinance testimony. The next CCOC meeting is scheduled for September 6. Architects need to become aware of the different lobbying ordinance requirements in Madison and Milwaukee and advise your clients accordingly.

AIA Southwest Wisconsin leaders met to discuss the lobbying ordinance and how best to clarify the exemption provided for the “practice of architecture.” An opinion letter on the Madison rdinance exemption has been prepared for AIA Wisconsin members by our attorney. Last Word
"The bottom line: Good buildings are not happy accidents. They are the result of painstaking collaboration.   And, because the rest of us will have to live for a long time with the results, architects and their clients always need to ask themselves the ultimate question: If you knew you were going to die tomorrow, is this really the building you would like to be remembered for?"  [Whitney Gould, Milwaukee Journal Sentinel, June 6, 2005 ] (6/10/2005)

2005 Legislative Agenda
AIA Wisconsin's 2005 " Legislative Agenda " outlines positions on various issues that may be addressed during the current session of the Wisconsin Legislature. Issues include proposals to expand the sales tax to help balance the state budget (oppose), adequate funding for the state building program and preservation of the State Capitol (support), sales tax exemption for materials used in construction of public projects (support), architect involvement in state building code development (support), pre-construction lien law (support), continuing education for license renewal (support) and more. To find out who your state legislators are, request information on legislative proposals, review Wisconsin law and more, visit http://www.legis.state.wi.us.

State Budget
The Governor's 2005-07 state budget proposal, Assembly Bill 100 , currently is being reviewed by the Legislature's Joint Committee on Finance. The co-chairs of this powerful committee are Rep. Dean Kaufert (R-Neenah) and Sen. Scott Fitzgerald (R-Juneau).   Sen. Fitzgerald met with the AIA Wisconsin Board of Directors in January. The good news is that proposed state budget does not include expanding the sales to architectural and other services to help eliminate a projected $1.6 billion deficit. (3/18/2005)

State Capital Budget
The State Building Commission met March 18 and approved its 2005-07 capital budget recommendations. The "all funds" capital budget totals $1.07 billion. Recommended projects supported by general fund borrowing total $430 million, with the majority (52%) of the funding for repair and maintenance projects. AIA Wisconsin encouraged Building Commission members to support the recommended capital budget. (3/18/2005)

Architect & Engineer Selection
Over the past year, AIA Wisconsin members on the AIA/DSF Liaison Committee have been working with representatives of the Division of State Facilities and the American Council of Engineering Companies (ACEC) of Wisconsin to update and improve state administrative rules, Adm 20, that govern the selection of architects and engineers for state building projects. Proposed amendments would increase various dollar thresholds and update the rules to reflect current statutory requirements and business practices. The good news is that the administrative rules, as drafted, maintain the state's qualification-based selection (QBS) process. The proposed rule package must be reviewed by the Secretary of the Department of Administration and the Legislature before it becomes effective, which is expected to be in late summer or early fall. (3/18/2005)

Sales Tax Exemption for Construction Materials
The Assembly Ways & Means Committee has scheduled a hearing on Assembly Bill 126 for March 30 at the State Capitol. AIA Wisconsin supports this proposed legislation that would provide a sales and use tax exemption for building materials used in the construction of facilities for local governments and nonprofit organizations. If one of the following members of the Assembly Ways & Means Committee is your State Representative, please encourage them to support AB 126: Jeff Wood, Chair (R-Chippewa Falls), Steve Nass (R-Palmyra), Samantha Kerkman (R-Burlington), Don Pridemore (R-Hartford), Eugene Hahn (R-Cambria), Suzanne Jeskewitz (R-Menomonee Falls), Tom Lothian (R-Williams Bay), Pat Strachota (R-West Bend), Bob Ziegelbauer (D-Manitowoc), Terese Berceau (D-Madison), Barbara Toles (D-Milwaukee), Gary Hebl (D-Sun Prairie) and Jason Fields (D-Milwaukee). (3/18/2005)

Reverse Auction Bidding
Proposed legislation, Assembly Bill 161 , has been introduced that would allow reverse auctions for local government building projects. As drafted, there is nothing in the legislation to prohibit local governments from using reverse auction bidding to select architects and engineers for their projects. Reverse auction bidding is a computer-assisted method of procuring a commodity by starting with a set price and then having bidders compete with each other to provide the auctioneer with the lowest price. AIA Wisconsin and other allied design and construction industry organizations are working with the bill's co-sponsors, Rep. Sheryl Albers (R-Reedsburg) and Sen. Dan Kapanke (R-La Crosse), to make sure that the legislation, if adopted, would not apply to architectural, engineering and construction services. If you know Rep. Albers and Sen. Kapanke, lease express your concern about including the procurement of architectural services in this legislation. (3/18/2005)

Hospital Construction
Earlier this month, the Senate Committee on Health, Children, Families, Aging and Long Term Care held an informational hearing on the impact of inpatient hospital construction and duplication of services on the cost of health care. Committee Chair Carol Roessler (R-Oshkosh) asked individuals testifying to address a number of questions, including whether a two-year moratorium on the construction of new inpatient hospitals would help reduce health care costs. No consensus emerged from the hearing; and legislative proposals for a construction moratorium, certificate of need and similar initiatives are not considered likely. (3/18/2005)

Madison Lobbying Ordinance
Are you working on projects in the city of Madison? If so, be prepared to comply with the city's lobbying ordinance. Later this month, the common council is expected to consider revisions to the lobbying ordinance that, among other things, would clarify that architects and attorneys are not exempt from the reporting requirements. AIA Southwest Wisconsin representatives met with the City Attorney in 2001 after the original ordinance was adopted. Architects representing clients in discussions with city officials and department heads and in appearances before city committees and commissions need to understand the lobbying ordinance and advise your clients accordingly. (3/18/2005)WSA/PAC
The Wisconsin Society of Architects/Political Action Committee (WSA/PAC), established in 1978, is an independent, voluntary and bipartisan group of individual architects and allied professionals interested in improving government by encouraging the active participation and involvement of architects in the political process.   With your support, the WSA/PAC helps elect candidates for state office who share the goals of the architectural profession.
